Replaces everything after the enacting clause. Amends the Disaster Relief Act. Authorizes the Governor to draw upon the Disaster Response and Recovery Fund (rather than the Disaster Relief Fund) in order to provide services or to reimburse local governmental bodies furnishing services whenever funds regularly appropriated to the State and local governmental bodies for disaster response and recovery are insufficient to provide services and when the Governor has declared a disaster. Amends the Illinois Emergency Management Agency Act. Requires the State to provide reimbursement from the Disaster Response and Recovery Fund (rather than the Disaster Relief Fund) for the compensation paid and the actual and necessary travel, subsistence, and maintenance expenses of mobile support teams. Amends the Emergency Management Assistance Compact Act. Authorizes the Illinois Emergency Management Agency to use the Disaster Response and Recovery Fund to deposit any reimbursements received from a party state and to pay any expenses incurred relating to the Act. Effective immediately.

Amends the Illinois Emergency Management Agency Act. Provides that, except in the case of federal funds, any moneys received by the Agency from donations or sponsorships shall be deposited into the Emergency Planning and Training Fund and used by the Illinois Emergency Management Agency, subject to appropriation, to effectuate planning and training activities. Amends the Illinois Emergency Planning and Community Right to Know Act. Authorizes (rather than requires) moneys in the Emergency Planning and Training Fund to be used by the Agency for its activities under the Act and Title III of the Superfund Amendments and Reauthorization Act of 1986 (P.L. 99-499).
