Fiscal Note (Illinois Environmental Protection Agency)
House Bill 6131, which contains the Illinois Environmental Protection Agency's and the Illinois Pollution Control Board's FY I5 operating budget for the Agency's and Board's ordinary and contingent expenses, makes appropriations for the fiscal year beginning July 1, 2014 of $240,969,600 in other state funds (the vast majority of which are made up of permit fees, waste disposal fees and various environmental impact fees), and $63,640,300 in federal funds, for a grand total of $304,609,900. HB 6131 does not contain any General Revenue Funds. These appropriations provide for a maintenance level budget and will allow the Illinois EPA to carry out our core permit, inspection and compliance programs.

The bill does not pre-empt home rule authority.

State Mandates Fiscal Note (Dept. of Commerce & Economic Opportunity)

This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.

 Correctional Note (Dept of Corrections)
There are no penalty enhancements associated with this bill. The bill would have no fiscal or population impact on the Department of Corrections.

Pension Note (Government Forecasting & Accountability)
This bill will not impact any public pension fund or retirement system in Illinois.

State Debt Impact Note (Government Forecasting & Accountability)
This bill would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

Balanced Budget Note (Office of Management and Budget)
The total fiscal impact of this bill is $304,609,900 in Federal and Other State Funds for FY15. The bill only contains appropriations and makes no revenue assumptions, therefore, the impact on the State budget cannot be determined.
