Encourages the ongoing rare earth element mining that is taking place at the Pea Ridge Mine in Missouri and encourages the placement of the Rare Earth Cooperative in East St. Louis or another location within Illinois.

Replaces "Rare Earths Element" with "Rare Earth Elements". Deletes preamble text concerning management and storing of by-products of Rare Earth production and ads similar text as a Resolved clause.
