Amends the following Acts to define "housing project" and "residential project" and eliminate a provision concerning notice requirements to the Illinois Housing Development Authority: Central Illinois Economic Development Authority Act, Eastern Illinois Economic Development Authority Act, Southeastern Illinois Economic Development Authority Act, Southern Illinois Economic Development Authority Act, Tri-County River Valley Development Authority Law, Upper Illinois Economic Development Authority Act, Western Illinois Economic Development Authority Act, and Will-Kankakee Regional Development Authority Law. Makes other changes concerning bonding authority and tax exemptions.
