Creates the Illinois Energy Act of 2013. Contains only a short title provision.

Replaces everything after the enacting clause. Amends the Illinois Power Agency Act. Provides that load aggregation plans shall clearly establish the processes that will be followed in advance of the expiration of agreements with service providers with regard to extension, termination, and solicitation of new agreements.

Provides that corporate authorities, township board, or county board may (instead of shall) solicit bids for electricity and other related services.
