Synopsis As Introduced
Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.

Replaces everything after the enacting clause. Amends the Public Utilities Act in relation to the provision of telecommunications and related services. Extends the repeals of the Telecommunications Article and the Cable and Video Competition Article (except for specified provisions) of the Public Utilities Act to July 1, 2015. Authorizes the provision of certain services under a written service offering rather than a tariff. Abolishes certain requirements to provide cable or video service. Makes changes relating to application of certain ratemaking provisions, market regulation for competitive retail services, prohibited actions of telecommunications carriers, enforcement, reporting requirements for holders of an authorization to offer or provide cable or video service, and multiple-dwelling units. Adds provisions concerning depreciation rates, audits, agreements, and the federal Telecommunications Act of 1996. Changes requirements relating to bills, payments, and termination of service and other customer service provisions. Amends the Wireless Emergency Telephone Safety Act by: changing the Act's repeal date from July 1, 2013 to July 1, 2014; creating the 9-1-1 Services Advisory Board to work with the Illinois Commerce Commission to determine the 9-1-1 costs necessary for every 9-1-1 system to adequately function and to submit recommendations on whether there is a need to consolidate 9-1-1 functions; and providing that the Board is abolished on July 1, 2014. Makes other changes. Effective immediately.
