Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the administration of the Code.

Replaces everything after the enacting clause. Amends the Illinois Vehicle Code. Creates a new Article governing mechanic's liens on vehicles. Allows a person providing labor, services, material, or storage for any vehicle with the consent of the owner to have a lien on the vehicle for the contracted price. Provides that charges incurred enforcing the lien may not be added to the contracted price. Provides that a person seeking to enforce a mechanic's lien must establish consent of the owner. Provides that a vehicle for which consent cannot be proved is to be disposed of as an abandoned vehicle. Allows enforcement of the lien within 30 days of the contracted date for payment, or 30 days of completion of services if no date for payment is provided. Requires the lienholder to determine the identify of a vehicle's registered owner and notify the registered owner before a sale may be commenced by certified mail and by publishing two notices of the sale in a newspaper of general circulation in the lienholder's municipality. Provides that after the sale of a vehicle subject to a lien, any proceeds in excess of the lien amount will be deposited with the county treasurer for distribution to the registered owner. Provides that if this excess is not collected within 6 months, it shall belong to the county. Requires a person purchasing the vehicle to apply for a title, salvage, or junking certificate. Amends the Labor and Storage Lien Act and the Labor and Storage Lien (Small Amount) Act. Provides that liens established specified provisions shall not apply to labor, services, skill, or material upon or furnishing storage for motor vehicles.

Replaces everything after the enacting clause. Amends the Illinois Vehicle Code. Provides that commercial vehicle relocators that tow a vehicle at the request of the owner or lessor of private property, or their agent, may acquire a storage lien on the properly towed vehicle. Increases the amount of damage that may be done to a vehicle before scrap processors may not acquire clean title without the notation "REBUILT" from 25% of the market value to 33 1/3% of the market value. Creates a new Article governing mechanic's liens. Provides that a person or entity providing labor, services, material, or storage for any vehicle with the consent of the vehicle owner or authorized agent of the vehicle owner shall be entitled to have a lien upon the vehicle for the contracted price of the services provided. Provides methods for establishing consent. Prescribes the method and requirements for foreclosing a mechanic's lien, including notice requirements to the owner. Provides that any proceeds in excess of the lien shall be deposited with the county treasurer. Establishes requirements for the purchaser of a vehicle at a foreclosure sale to obtain title. Provides that the Secretary of State shall adopt rules governing the foreclosure of mechanic's liens. Amends the Labor and Storage Lien Act. Provides that Act does not apply to labor, services, skill, or material upon or furnishing storage for motor vehicles. Amends the Labor and Storage Lien (Small Amount) Act. Provides that Act does not apply to labor, services, skill, or material upon or furnishing storage for motor vehicles. Amends the Automotive Repair Act. Provides that if a customer authorizes a repair estimate and does not retrieve the vehicle or authorize the repairs, a lien shall be created in the amount of the storage costs incident to preparing the estimate. Effective January 1, 2014.

Replaces everything after the enacting clause. Amends the Local Mass Transit District Act. Provides that the Board of Trustees of any District created under Section 3.1 of the Act may discontinue the District by ordinance or resolution if it determines that there is no longer a need for its existence or services. Requires that a copy of the ordinance or resolution be filed with the Secretary of State and with the County Clerk of each county within the boundary of the District. Outlines procedure for distribution of funds after payment of all debts and settlement of all obligations and claims.
