Amends the Real Estate License Act of 2000. Makes a technical change in a Section concerning the short title.

Replaces everything after the enacting clause. Amends the Real Estate License Act of 2000. Provides that an individual licensed as a managing broker may return that license to the Department of Financial and Professional Regulation with a form provided by the Department and shall be issued a broker's license in exchange. Provides that no licensee shall obtain any written brokerage agreement that does not either provide for automatic expiration within a definite period of time or provide the client with the right to terminate the agreement annually by giving no more than 30 days prior written notice. Effective immediately.

Replaces everything after the enacting clause. Amends the Public Utilities Act in relation to natural gas rates and performance reporting. Provides that a natural gas utility shall report on an annual basis information concerning the performance of its facilities. The report shall include, among other things, data on emergency calls and response time, operating pressure, miles of antiquated gas main, and miles of facilities with remotely controlled shut-off valve capability. Authorizes a natural gas utility serving more than 700,000 customers to file a tariff for surcharges for investments in qualifying infrastructure plant. Establishes procedures for imposing the surcharge. Provides for the surcharge authority to be repealed on December 31, 2023. Effective immediately.

Provides that the provision concerning natural gas performance reporting does not apply to a gas utility that on January 1, 2013 provided gas service to fewer than 100,000 customers in Illinois.
