| 2 | | AMENDMENT NO. ______. Amend House Bill 946, AS AMENDED, by |
| 3 | | replacing everything after the enacting clause with the |
| 4 | | following:

| 5 | | "Section 5. The School Code is amended by adding Section |
| 6 | | 22-77 as follows: |
| 7 | | (105 ILCS 5/22-77 new) |
| 8 | | (Section scheduled to be repealed on July 1, 2014) |
| 9 | | Sec. 22-77. Young Adults Heroin Use Task Force. |
| 10 | | (a) There is created the Young Adults Heroin Use Task Force |
| 11 | | to address the growing problem of heroin use in high schools |
| 12 | | across this State. The Task Force shall consist of all of the |
| 13 | | following members: |
| 14 | | (1) Four members of the House of Representatives, |
| 15 | | appointed by the Speaker of the House of Representatives. |
| 16 | | (2) Three members of the House of Representatives, |

| 1 | | appointed by the Minority Leader of the House of |
| 2 | | Representatives. |
| 3 | | Members of the Task Force shall serve without compensation |
| 4 | | but shall be reimbursed for their reasonable and necessary |
| 5 | | expenses from funds appropriated to the State Board of |
| 6 | | Education for that purpose. The members of the Task Force shall |
| 7 | | be reimbursed for their travel expenses from appropriations to |
| 8 | | the State Board of Education available for that purpose and |
| 9 | | subject to the rules of the appropriate travel control board. |
| 10 | | (b) The State Board of Education shall provide |
| 11 | | administrative and other support to the Task Force. |
| 12 | | (c) The Task Force shall conduct a study on the heroin use |
| 13 | | problem in high schools and suggest programs for high schools |
| 14 | | to use to address the problem, which programs may involve local |
| 15 | | law enforcement agencies. |
| 16 | | (d) On or before June 30, 2014, the Task Force shall report |
| 17 | | its findings and recommendations to the General Assembly, by |
| 18 | | filing copies of its report as provided in Section 3.1 of the |
| 19 | | General Assembly Organization Act, and to the Governor. |
| 20 | | (e) The Task Force is abolished and this Section is |
| 21 | | repealed on July 1, 2014.

| 22 | | Section 99. Effective date. This Act takes effect upon |
| 23 | | becoming law.".
