| 1 | | AN ACT concerning State government.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 1. Short title. This Act may be cited as the Task |
| 5 | | Force on Sustainable Transportation Funding Act. |
| 6 | | Section 5. Task Force on Sustainable Transportation |
| 7 | | Funding. There is created the Task Force on Sustainable |
| 8 | | Transportation Funding, to be comprised of the following |
| 9 | | members, with an emphasis on bipartisan and statewide |
| 10 | | legislative representation and diverse non-legislative |
| 11 | | stakeholder representation: |
| 12 | | (1) one member of the Illinois House of Representatives |
| 13 | | and 2 members of the public who represent the |
| 14 | | transportation industry, the Illinois transportation |
| 15 | | research community, or national research and policy-making |
| 16 | | bodies appointed by the Speaker of the House of |
| 17 | | Representatives; |
| 18 | | (2) one member of the Illinois Senate and 2 members of |
| 19 | | the public who represent the transportation industry, the |
| 20 | | Illinois transportation research community, or national |
| 21 | | research and policy-making bodies appointed by the |
| 22 | | President of the Senate; |
| 23 | | (3) one member of the Illinois House of Representatives |

| 1 | | and 2 members of the public who represent the |
| 2 | | transportation industry, the Illinois transportation |
| 3 | | research community, or national research and policy-making |
| 4 | | bodies appointed by the Minority Leader of the House of |
| 5 | | Representatives; |
| 6 | | (4) one member of the Illinois Senate and 2 members of |
| 7 | | the public who represent the transportation industry, the |
| 8 | | Illinois transportation research community, or national |
| 9 | | research and policy-making bodies appointed by the |
| 10 | | Minority Leader of the Senate; |
| 11 | | (5) one member who is currently employed by the |
| 12 | | Illinois Department of Transportation appointed by the |
| 13 | | Secretary of the Illinois Department of Transportation; |
| 14 | | and |
| 15 | | (6) one member who is currently employed by the |
| 16 | | Illinois Department of Revenue appointed by the Director of |
| 17 | | the Illinois Department of Revenue. |
| 18 | | Section 10. Membership; voting rights. |
| 19 | | (a) The Task Force shall serve without compensation. |
| 20 | | (b) The members of the Task Force shall be considered |
| 21 | | members with voting rights. A quorum of the Task Force shall |
| 22 | | consist of a simple majority of the members of the Task Force. |
| 23 | | All actions and recommendations of the Task Force must be |
| 24 | | approved by a simple majority vote of the members. |
| 25 | | (c) The Task Force shall meet within 60 days after the |

| 1 | | effective date of this Act. The Task Force shall elect one |
| 2 | | member as chairperson at its initial meeting through a simple |
| 3 | | majority vote of the Task Force and shall thereafter meet at |
| 4 | | the call of the chairperson. |
| 5 | | (d) The Illinois Department of Transportation shall |
| 6 | | provide administrative and other support to the Task Force. |
| 7 | | Section 15. Duties; report. |
| 8 | | (a) The Task Force shall: |
| 9 | | (1) analyze the current trends between the |
| 10 | | infrastructure needs of Illinois and the revenue received |
| 11 | | from federal and State gas taxes and the level of highway |
| 12 | | and road investment that would reduce congestion, keep |
| 13 | | Illinois' economy competitive, and keep drivers safe; |
| 14 | | (2) research and recommend possible alterations and |
| 15 | | alternatives for how to modernize the State of Illinois' |
| 16 | | system of financing maintenance, improvements, and |
| 17 | | expansion of its public infrastructure systems, including, |
| 18 | | but not limited to, best practices in other states, |
| 19 | | user-based alternatives, or other equitable and |
| 20 | | sustainable methods for funding transportation; |
| 21 | | (3) make recommendations to the Department of |
| 22 | | Transportation regarding how to implement possible |
| 23 | | alterations or alternatives; and |
| 24 | | (4) submit a report of its findings and recommendations |
| 25 | | to the General Assembly by June 1, 2015. |
