AMENDMENT TO HOUSE BILL 1156 




2    AMENDMENT NO. ______. Amend House Bill 1156, AS AMENDED, 
3with reference to page and line numbers of House Amendment No. 
410, on page one, by inserting after line 4 the following:

 
5    "Section 3. The Firearm Owners Identification Card Act is 
6amended  by changing Section 13.1 as follows:
 



7    (430 ILCS 65/13.1)  (from Ch. 38, par. 83-13.1)



8    Sec. 13.1. Preemption. 

9    (a) The provisions of any ordinance enacted by any 
10municipality which
requires registration or imposes greater 
11restrictions or limitations on the
acquisition, possession and 
12transfer of firearms than are imposed by this
Act, are not 
13invalidated or affected by this Act.
14    (b) A unit of local government, including a home rule unit, 
15may not impose any tax, fee, or other assessment other than the 
16normal sales tax rate for goods, on any firearms, firearm

1attachments, or firearm ammunition. The provisions of any 
2ordinance or resolution on or after the effective date of this 
3amendatory Act of the 98th General Assembly by any county 
4government that imposes any tax, fee, or other assessment other 
5than the normal sales tax rate for goods are invalid and all 
6those existing ordinances and resolutions are void. This 
7subsection (b) is a limitation of home rule powers under 
8subsection (h) of Section 6 of Article VII of the Illinois 
9Constitution.
