4 | | "Section 5. The University of Illinois Act is amended by |
5 | | changing Section 9 as follows:

7 | | Sec. 9. Scholarships for children of veterans. For each of |
8 | | the following
periods of hostilities, each county shall be |
9 | | entitled, annually, to one
honorary scholarship in the |
10 | | University, for the benefit of the children of
persons who |
11 | | served in the armed forces of the United States , except that |
12 | | the total number of scholarships annually granted to recipients |
13 | | from each county may not exceed 6 : the
Civil War, World War I, |
14 | | any time between September 16, 1940 and the
termination of |
15 | | World War II, any time during the national emergency
between |
16 | | June 25, 1950 and January 31, 1955, any time during the Viet

1 | | Nam conflict between January 1, 1961 and May 7, 1975, any time |
2 | | during the siege of Beirut between June 14, 1982 and February |
3 | | 26, 1984, any time during the Grenada Conflict between October |
4 | | 25, 1983 and December 15, 1983, or any
time on or after August |
5 | | 2, 1990 and until Congress or the President orders that
persons |
6 | | in service are no longer eligible for
the Southwest Asia |
7 | | Service Medal, Operation Enduring Freedom, and Operation Iraqi |
8 | | Freedom. If an honorary scholarship is not awarded for a given |
9 | | period of hostilities because there are no qualified |
10 | | applicants, then the county may award the scholarship for |
11 | | another one of the listed periods of hostilities, in which case |
12 | | there may be more than one scholarship awarded for the same |
13 | | period of hostilities. Preference for scholarships shall be
|
14 | | given to the children of persons who are deceased or
disabled. |
15 | | Such scholarships shall be
granted to such pupils as shall, |
16 | | upon public examination, conducted as
the board of trustees of |
17 | | the University may determine, be decided to
have attained the |
18 | | greatest proficiency in the branches of learning
usually taught |
19 | | in the secondary schools, and who shall be of good moral
|
20 | | character, and not less than 15 years of age. Such pupils, so |
21 | | selected,
shall be entitled to receive, without charge for |
22 | | tuition, instruction in
any or all departments of the |
23 | | University for a term of at least 4
consecutive years. Such |
24 | | pupils shall conform, in all respects, to the
rules and |
25 | | regulations of the University, established for the government
|
26 | | of the pupils in attendance.
