| 9 | | Department shall interpret and administer the professional |
| 10 | | licensing Acts over which it has jurisdiction, including the |
| 11 | | interpretation of the phrase "assistive device", in a manner |
| 12 | | consistent with this Section. Notwithstanding any other |
| 13 | | provision of law, no person may practice acupuncture or any |
| 14 | | form of care or treatment using solid filiform needles that |
| 15 | | break the skin or are considered invasive, unless that person |
| 16 | | is licensed in this State as a physician, dentist, or |
