| 1 | AMENDMENT TO HOUSE BILL 1682

| 2 | AMENDMENT NO. ______. Amend House Bill 1682 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The State Finance Act is amended by adding | ||||||
| 5 | Section 9.08 as follows: | ||||||
| 6 | (30 ILCS 105/9.08 new) | ||||||
| 7 | Sec. 9.08. Vouchers; submission; posting. | ||||||
| 8 | (a) Within 30 business days after a State agency receives a | ||||||
| 9 | vendor's bill or invoice for goods or services payable from the | ||||||
| 10 | General Revenue Fund, or as soon thereafter as practical, the | ||||||
| 11 | State agency shall review each bill or invoice to determine | ||||||
| 12 | whether it is a proper bill or invoice. If the State agency | ||||||
| 13 | determines that it is a proper bill or invoice, then the State | ||||||
| 14 | agency shall submit a voucher to the Comptroller for payment of | ||||||
| 15 | the bill or invoice. If the State agency determines that it is | ||||||
| 16 | not a proper bill or invoice, then the State agency shall deny | ||||||

| 1 | the bill or invoice, in whole or part. Bills or invoices denied | ||||||
| 2 | during this 30 day period shall be assigned a new date of | ||||||
| 3 | receipt and begin a new 30 business day period under this | ||||||
| 4 | subsection (a) when a corresponding proper bill is subsequently | ||||||
| 5 | received. | ||||||
| 6 | (b) Within 5 business days after the Comptroller receives | ||||||
| 7 | an error-free voucher for payment of a vendor's bill or invoice | ||||||
| 8 | for goods or services from a State agency, the Comptroller must | ||||||
| 9 | approve or deny the voucher. If the voucher is approved, the | ||||||
| 10 | Comptroller shall immediately post the transaction to the | ||||||
| 11 | Statewide Accounting Management System. Within 2 business days | ||||||
| 12 | after approval of a voucher, the Comptroller shall post the | ||||||
| 13 | payment transaction or the accounts payable transaction in | ||||||
| 14 | aggregate for vouchers payable from the General Revenue Fund on | ||||||
| 15 | the Comptroller's website.
| ||||||
| 16 | Section 99. Effective date. This Act takes effect upon | ||||||
| 17 | becoming law.".
