1    AN ACT concerning transportation.

 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:





 
4    Section 5. The State Finance Act is amended by adding 
5Section 5.826 as follows:
 
6    (30 ILCS 105/5.826 new)
7    Sec. 5.826. The National Wild Turkey Federation Fund.
 
8    Section 10. The Illinois Vehicle Code is amended  by adding 
9Section 3-699 as follows:
 
10    (625 ILCS 5/3-699 new)
11    Sec. 3-699. National Wild Turkey Federation license 
12plates.
13    (a) The Secretary, upon receipt of all applicable fees and 
14applications
made in the form prescribed by the Secretary, may 
15issue special registration
plates designated as National Wild 
16Turkey Federation
license plates. The special plates issued 
17under this Section shall be affixed only to
passenger vehicles 
18of the first division or motor vehicles of the second
division 
19weighing not more than 8,000 pounds. Plates issued under this 
20Section shall expire according to the multi-year
procedure 
21established by Section 3-414.1 of this Code.

1    (b) The design and color of the special plates shall be 
2wholly within the
discretion of the Secretary.  The Secretary 
3may allow the plates to be issued as vanity plates or

4personalized plates under Section 3-405.1 of this Code.  The 
5Secretary shall
prescribe stickers or decals as provided under 
6Section 3-412 of this Code.
7    (c) An applicant for the special plate shall be charged a 
8$40 fee for original issuance in addition to the appropriate 
9registration fee. Of this fee, $25 shall be deposited into the 
10National Wild Turkey Federation Fund and $15 shall be deposited 
11into the Secretary of State Special License Plate Fund, to be 
12used by the Secretary to help defray the administrative 
13processing costs.
14    For each registration renewal period, a $27 fee, in 
15addition to the
appropriate registration fee, shall be charged.  
16Of this fee, $25 shall be
deposited into the
National Wild 
17Turkey Federation Fund and $2 shall be deposited into the

18Secretary of State Special License Plate Fund.
19    (d) The National Wild Turkey Federation Fund is created as 
20a special fund in the State
treasury.  All moneys in the

21National Wild Turkey Federation Fund shall be paid, subject to

22appropriation
by the General Assembly
and distribution by the 
23Secretary, as grants
to National Wild Turkey Federation, Inc., 
24a tax exempt entity under Section 501(c)(3) of the Internal 
25Revenue Code, to fund turkey habitat protection, enhancement, 
26and restoration projects in the State of Illinois, to fund

1education and outreach for media, volunteers, members, and the 
2general public regarding turkeys and turkey habitat 
3conservation in the State of Illinois, and to cover the 
4reasonable cost for National Wild Turkey Federation special 
5plate advertising and administration of the conservation 
6projects and education program.
