AMENDMENT TO HOUSE BILL 2856

2    AMENDMENT NO. ______. Amend House Bill 2856 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Emergency Telephone System Act is amended
5by adding Section 17 as follows:
 
6    (50 ILCS 750/17 new)
7    Sec. 17. 9-1-1 call center; call forwarding; study and
8report.
9    (a) The General Assembly finds the following:
10        (1) 9-1-1 call centers are not able to transfer a call
11    made by an individual in an area served by one 9-1-1 call
12    center on behalf of another individual experiencing an
13    emergency outside that area to the 9-1-1 call center
14    serving the area of the emergency.
15        (2) On September 25, 1975, the General Assembly gave
16    oversight authority to 9-1-1 systems in the State to the

1    Illinois Commerce Commission.
2        (3) Since that date, the Illinois Commerce Commission
3    has administered the implementation and upgrade of 9-1-1
4    systems by municipalities and counties.
5    (b) The Illinois Commerce Commission shall prepare a report
6that includes, at a minimum, the following:
7        (1) an analysis of the current ability of 9-1-1 call
8    centers to forward or transfer a call to another 9-1-1 call
9    center and the steps that would be necessary to enable all
10    9-1-1 call centers to transfer or forward calls to any
11    other 9-1-1 call center within the State;
12        (2) an analysis regarding the establishment of a
13    navigable directory of all local police departments, fire
14    departments, rescue groups, and other emergency assistance
15    departments for every county in this State, including the
16    steps necessary to create and implement this directory; and
17        (3) recommended legislation for the State-wide
18    implementation of a 9-1-1 call forwarding feature and the
19    establishment of a navigable directory of all local police
20    departments, fire departments, rescue groups, and other
21    emergency assistance departments for every county in this
22    State in every 9-1-1 call center. Legislation shall be in
23    the form of one or more substantive bills drafted by the
24    Legislative Reference Bureau.
25    (c) The Illinois Commerce Commission shall prepare its
26report in cooperation with an Illinois chapter of a nationally

1recognized association representing emergency numbers, an
2Illinois chapter of a nationally recognized association
3representing public communications officers, and an Illinois
4chapter of a nationally recognized association representing
5state 9-1-1 administrators.
6    (d) The report shall be presented to the General Assembly
7by December 31, 2014.
8    (e) This Section is repealed on December 31, 2015.
 
9    Section 99. Effective date. This Act takes effect January
