| 1 | AMENDMENT TO HOUSE BILL 2997

| 2 | AMENDMENT NO. ______. Amend House Bill 2997 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 5. The Illinois Public Aid Code is amended by | ||||||
| 5 | adding Section 12-4.45 as follows: | ||||||
| 6 | (305 ILCS 5/12-4.45 new) | ||||||
| 7 | Sec. 12-4.45. Department of Human Services forensic audit; | ||||||
| 8 | TANF; SNAP. No later than January 1, 2014, the Inspector | ||||||
| 9 | General of the Department of Healthcare and Family Services | ||||||
| 10 | shall conduct a forensic audit of the Temporary Assistance for | ||||||
| 11 | Needy Families program, the Supplemental Nutrition Assistance | ||||||
| 12 | Program (formerly the Food Stamp Program), and any medical | ||||||
| 13 | programs administered by the Department, the Department of | ||||||
| 14 | Human Services, or any other State agency, including the | ||||||
| 15 | medical assistance program under Article V of this Code, the | ||||||
| 16 | Children's Health Insurance Program under the Children's | ||||||
| |||||||
| |||||||
| 1 | Health Insurance Program Act, and the Covering ALL KIDS Health | ||||||
| 2 | Insurance program under the Covering ALL KIDS Health Insurance | ||||||
| 3 | Act. The Inspector General of the Department of Healthcare and | ||||||
| 4 | Family Services may, but need not, contract with an independent | ||||||
| 5 | certified public accountant to perform all or part of the | ||||||
| 6 | forensic audit. | ||||||
| 7 | The forensic audit shall include, but not be limited to, a | ||||||
| 8 | review of the application and enrollment process and the | ||||||
| 9 | payment of benefits to individuals. The audit shall focus on | ||||||
| 10 | any fraud or inefficiencies which may be eliminated to contain | ||||||
| 11 | costs and improve the delivery of benefits to eligible | ||||||
| 12 | individuals. | ||||||
| 13 | The results of the audit shall be forwarded to the Director | ||||||
| 14 | of the Department of Healthcare and Family Services and to the | ||||||
| 15 | Secretary of the Department of Human Services. The Director and | ||||||
| 16 | the Secretary shall report the findings of the audit to the | ||||||
| 17 | General Assembly along with recommendations to address any | ||||||
| 18 | findings contained in the audit.
| ||||||
| 19 | Section 99. Effective date. This Act takes effect upon | ||||||
| 20 | becoming law.".
