1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Latino Family Commission Act is |
5 | | amended by changing Sections 20 and 25 as follows: |

7 | | Sec. 20. Appointment; terms. The Illinois Latino Family |
8 | | Commission shall be comprised of 15 members. The Governor, the |
9 | | President of the Senate, the Minority Leader of the Senate, the |
10 | | Speaker of the House of Representatives, and the Minority |
11 | | Leader of the House of Representatives shall each appoint 3 |
12 | | members to the Commission. Each member shall have working |
13 | | knowledge of human services, community development, and |
14 | | economic public policies in Illinois. The Governor shall |
15 | | appoint the chairperson or chairpersons. |
16 | | The members shall reflect regional representation to |
17 | | ensure that the needs of Latino families and children |
18 | | throughout the State are met. The members shall be selected |
19 | | from a variety of disciplines. They shall represent a |
20 | | partnership and collaborative effort between public and |
21 | | private agencies, the business sector, and community-based |
22 | | human services organizations. |
23 | | Members shall serve 3-year terms, except in the case of |

1 | | initial appointments. Five members, as determined by lot, shall |
2 | | be appointed to one-year terms; 5 members shall be appointed to |
3 | | 2-year terms; and 5 members shall be appointed to 3-year terms, |
4 | | so that the terms are staggered. Members shall serve without |
5 | | compensation, but shall be reimbursed for Commission-related |
6 | | expenses. |
7 | | The Department on Aging, the Department of Children and |
8 | | Family Services, the Department of Commerce and Economic |
9 | | Opportunity, the Department of Corrections, the Department of |
10 | | Employment Security, the Department of Human Services, the |
11 | | Department of Healthcare and Family Services Public Aid , the |
12 | | Department of Public Health, the Illinois State Board of |
13 | | Education, the Illinois State Board of Higher Education, the |
14 | | Illinois Community College Board, the Illinois Department of |
15 | | Human Rights, the Capital Development Board, the Department of |
16 | | Labor, and the Department of Transportation shall each appoint |
17 | | a liaison to serve ex-officio on the Commission. The Office of |
18 | | the Governor, in cooperation with the State agencies appointing |
19 | | liaisons to the Commission under this paragraph, shall provide |
20 | | administrative support to the Commission.

23 | | Sec. 25. Funding. The Illinois Latino Family Commission may |
24 | | receive funding through specific appropriations available for |
25 | | its purposes made to the Department on Aging, the Department of |

1 | | Children and Family Services, the Department of Commerce and |
2 | | Economic Opportunity, the Department of Corrections, the |
3 | | Department of Human Services, the Department of Healthcare and |
4 | | Family Services Public Aid , the Department of Public Health, |
5 | | the Illinois State Board of Education, the Illinois State Board |
6 | | of Higher Education, the Illinois Community College Board, the |
7 | | Illinois Department of Human Rights, the Capital Development |
8 | | Board, the Department of Labor, and the Department of |
9 | | Transportation. The funding allocation for the Commission |
10 | | shall be no less than $500,000.
