AMENDMENT TO HOUSE BILL 3049

2    AMENDMENT NO. ______. Amend House Bill 3049 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Latino Family Commission Act is
5amended by changing Sections 20 and 25 as follows:
 
6    (20 ILCS 3983/20)
7    Sec. 20. Appointment; terms. The Illinois Latino Family
8Commission shall be comprised of 15 members. The Governor, the
9President of the Senate, the Minority Leader of the Senate, the
10Speaker of the House of Representatives, and the Minority
11Leader of the House of Representatives shall each appoint 3
12members to the Commission. Each member shall have working
13knowledge of human services, community development, and
14economic public policies in Illinois. The Governor shall
15appoint the chairperson or chairpersons.
16    The members shall reflect regional representation to

1ensure that the needs of Latino families and children
2throughout the State are met. The members shall be selected
3from a variety of disciplines. They shall represent a
4partnership and collaborative effort between public and
5private agencies, the business sector, and community-based
6human services organizations.
7    Members shall serve 3-year terms, except in the case of
8initial appointments. Five members, as determined by lot, shall
9be appointed to one-year terms; 5 members shall be appointed to
102-year terms; and 5 members shall be appointed to 3-year terms,
11so that the terms are staggered. Members shall serve without
12compensation, but shall be reimbursed for Commission-related
13expenses.
14    The Department on Aging, the Department of Children and
15Family Services, the Department of Commerce and Economic
16Opportunity, the Department of Corrections, the Department of
17Employment Security, the Department of Human Services, the
18Department of Healthcare and Family Services Public Aid, the
19Department of Public Health, the Illinois State Board of
20Education, the Illinois State Board of Higher Education, the
21Illinois Community College Board, the Illinois Department of
22Human Rights, the Capital Development Board, the Department of
23Labor, and the Department of Transportation shall each appoint
24a liaison to serve ex-officio on the Commission. The Office of
25the Governor, in cooperation with the State agencies appointing
26liaisons to the Commission under this paragraph, shall provide

1administrative support to the Commission.

4    Sec. 25. Funding. The Illinois Latino Family Commission may
5receive funding through specific appropriations available for
6its purposes made to the Department on Aging, the Department of
7Children and Family Services, the Department of Commerce and
8Economic Opportunity, the Department of Corrections, the
9Department of Human Services, the Department of Healthcare and
10Family Services Public Aid, the Department of Public Health,
11the Illinois State Board of Education, the Illinois State Board
12of Higher Education, the Illinois Community College Board, the
13Illinois Department of Human Rights, the Capital Development
14Board, the Department of Labor, and the Department of
15Transportation. The funding allocation for the Commission
16shall be no less than $500,000.
