| 2 | | AMENDMENT NO. ______. Amend House Bill 3111 as follows:

| 3 | | on page 3, immediately below line 1, by inserting the |
| 4 | | following: |
| 5 | | "No moneys distributed from the Access to Justice Fund may |
| 6 | | be directly or indirectly used for lobbying activities, as |
| 7 | | defined in Section 2 of the Lobbyist Registration Act or as |
| 8 | | defined in any ordinance or resolution of a municipality, |
| 9 | | county, or other unit of local government in Illinois."; and

| 10 | | on page 7, immediately below line 7, by inserting the |
| 11 | | following: |
| 12 | | "No moneys distributed from the County Law Library Fund may |
| 13 | | be directly or indirectly used for lobbying activities, as |
| 14 | | defined in Section 2 of the Lobbyist Registration Act or as |
| 15 | | defined in any ordinance or resolution of a municipality, |
| 16 | | county, or other unit of local government in Illinois.".
