| 1 | | Leader of the Senate; |
| 2 | | (3) 3 members of the House of Representatives appointed |
| 3 | | by the Speaker of the House of Representatives; |
| 4 | | (4) 2 members of the House of Representatives appointed |
| 5 | | by the Minority Leader of the House of Representatives; and |
| 6 | | (5) 2 members appointed by the Governor one of whom |
| 7 | | shall be designated the chairperson by the Governor.

| 8 | | (b) The members of the Task Force shall serve without |
| 9 | | compensation but shall be reimbursed for their reasonable and |
| 10 | | necessary expenses from funds appropriated for that purpose. |
| 11 | | (c) The Task Force shall receive the assistance from the |
| 12 | | State of Illinois Council on Developmental Disabilities and |
| 13 | | shall seek input from the Department of Human Services, the |
| 14 | | Department on Aging, and the Office of State Guardian. The Task |
| 15 | | Force shall consult with representatives of law enforcement, |
| 16 | | bar associations, and not-for-profits focused on persons with |
| 17 | | developmental disabilities, mental illness, and victims of |
| 18 | | elder abuse in the preparation of its final report. |
| 19 | | (d) The Task Force shall conduct a study on the incidence |
| 20 | | of abandonment of vulnerable adults by persons and entities |
| 21 | | legally responsible to safeguard the mental or physical health, |
| 22 | | safety, or welfare of persons who are severely or profoundly |
| 23 | | intellectually disabled as a result of developmental |
| 24 | | disabilities, mental illness, dementia, or other similar |
| 25 | | incapacity and to make recommendations sufficient to protect |
| 26 | | these vulnerable adults, including the consideration of |

| 1 | | criminal penalties for the abandonment of these vulnerable |
| 2 | | adults without assuring adequate support or supervision. |
| 3 | | (e) On or before January 1, 2014, the Task Force shall |
| 4 | | report its findings and recommendations to the General |
| 5 | | Assembly, by filing copies of its report as provided in Section |
| 6 | | 3.1 of the General Assembly Organization Act, and to the |
| 7 | | Governor. |
| 8 | | (f) The Task Force is abolished on May 31, 2014.

| 9 | | Section 10. Repeal. This Act is repealed on June 1, 2014. |
| 10 | | Section 99. Effective date. This Act takes effect upon |
| 11 | | becoming law.".
