Makes appropriations for the ordinary and contingent expenses of the Illinois Arts Council for the fiscal year beginning July 1, 2013, as follows:

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
ARTICLE 1
Section 1. The following named sums, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated to meet the ordinary and contingent expenses of the Illinois Arts Council:
Payable from the General Revenue Fund:
For Personal Services.......................... 1,280,000
For State Contributions to
Social Security.................................. 98,000
For Contractual Services......................... 138,200
For Travel........................................ 20,000
For Commodities.................................... 5,000
For Printing....................................... 7,800
For Equipment...................................... 3,000
For Electronic Data Processing.................... 25,000
For Telecommunications Services................... 25,000
Total $1,602,000
Section 5. The following named sums, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated to the Illinois Arts Council to enhance the cultural environment in Illinois:
Payable from General Revenue Fund:
For Grants and Financial Assistance for
Creative Sector (Arts Organizations and
Individual Artists) ........................ 3,813,300
For Grants and Financial Assistance for
Underserved Constituencies...................... 250,000
For Grants and Financial Assistance for
Arts Education.................................. 250,000
Total $4,313,300
Payable from the Illinois Arts Council
Federal Grant Fund:
For Grants and Programs to Enhance
the Cultural Environment........................ 935,000
For the purposes of Administrative
Costs and Awarding Grants associated with
the Education Leadership Institute............... 80,000
Section 10. The sum of $315,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Arts Council for the purpose of funding administrative and grant expenses associated with humanities programs and related activities.
Section 15. The amount of $1,781,300, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Arts Council for grants to certain public radio and television stations and related administrative expenses, pursuant to the Public Radio and Television Grant Act.
Section 20. In addition to other amounts appropriated for this purpose, the following named sum, or so much thereof as may be necessary, respectively, for the object and purpose hereinafter named, is appropriated to the Illinois Arts Council to enhance the cultural environment in Illinois:

Section 99. Effective date. This Act takes effect July 1, 2013.
