| 2 | | AMENDMENT NO. ______. Amend House Bill 3944 by replacing |
| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The Board of Higher Education Act is amended by |
| 5 | | adding Section 8.5 as follows:

| 6 | | (110 ILCS 205/8.5 new) |
| 7 | | Sec. 8.5. Capital appropriation release; facility |
| 8 | | renovations at universities. With regard to a release made on |
| 9 | | or after the effective date of this amendatory Act of the 98th |
| 10 | | General Assembly for a capital appropriation for new |
| 11 | | construction only, 10% of that appropriation release for a |
| 12 | | public university must be devoted exclusively to facility |
| 13 | | renovation at that particular university.

| 14 | | Section 99. Effective date. This Act takes effect upon |
| 15 | | becoming law.".
