| 1 | AN ACT concerning criminal law.

| 2 | Be it enacted by the People of the State of Illinois, | ||||||
| 3 | represented in the General Assembly:

| 4 | Section 5. The Alternative Sentencing Job Training Act is | ||||||
| 5 | amended by changing Sections 1, 5, 10, and 15 as follows:
| ||||||

| 7 | Sec. 1. Short title. This Act may be cited as the | ||||||
| 8 | Neighborhood Restoration and Alternative Sentencing Job | ||||||
| 9 | Training Act.

| 12 | Sec. 5. Finding. The Legislature finds that throughout the | ||||||
| 13 | State
there are areas in which overcrowding in county jails | ||||||
| 14 | exist as well as
similar problems in the State correctional | ||||||
| 15 | facilities, at the same time, many
communities have a problem | ||||||
| 16 | with deteriorating housing that with adequate
repair and | ||||||
| 17 | restoration could be used as housing for the homeless, mentally | ||||||
| 18 | ill, and low
income families as transitional accommodations.

| 21 | Sec. 10. Authority. The Department of Corrections or county | ||||||

| 1 | sheriffs may enter into
joint contracts with county, units of | ||||||
| 2 | local government and non-profit
housing development | ||||||
| 3 | corporations to develop job training programs to
rehabilitate | ||||||
| 4 | houses. These rehabilitated houses may be used as transitional
| ||||||
| 5 | housing for homeless, mentally ill, and low income citizens in | ||||||
| 6 | areas where there exists
severe housing shortages or | ||||||
| 7 | deterioration of housing in a community.

| 10 | Sec. 15. Administrative rules; violent crime offenders | ||||||
| 11 | ineligible. The
Director of the Department of Corrections and | ||||||
| 12 | the Director of Labor shall
develop by rule the criteria for | ||||||
| 13 | selection of the participants of the
program in conjunction | ||||||
| 14 | with and approval by the sentencing court. A county sheriff may | ||||||
| 15 | authorize persons serving county impact incarceration | ||||||
| 16 | supervised release periods and persons participating in county | ||||||
| 17 | jail based outpatient or custodial treatment programs to | ||||||
| 18 | participate in a job training program to rehabilitate houses. | ||||||
| 19 | Violent
crime offenders are not eligible to participate in the | ||||||
| 20 | program.
