Amends the Secretary of State Act. Requires the Secretary of State to post all contracts between the State or any State agency and another state or the federal government, or an agency thereof, on the Secretary of State's Internet website. Provides that the information shall include, but is not limited to, the total cost of the agreement, the contracting agency, and the date of expiration of the contract. Requires the Secretary of State to adopt rules to implement this requirement. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Secretary of State Act is amended by adding |
| 5 | | Section 15.5 as follows:
|
| 6 | | (15 ILCS 305/15.5 new) |
| 7 | | Sec. 15.5. Electronic filing of State contracts. |
| 8 | | Notwithstanding any other provision of law, the Secretary of |
| 9 | | State shall post all contracts between the State or any State |
| 10 | | agency and another state or the federal government, or an |
| 11 | | agency thereof, on the Secretary of State's Internet website. |
| 12 | | The information shall include, but is not limited to, the total |
| 13 | | cost of the agreement, the contracting agency, and the date of |
| 14 | | expiration of the contract. The Secretary of State shall adopt |
| 15 | | rules to implement the requirements of this Section.

| 16 | | Section 99. Effective date. This Act takes effect upon |
| 17 | | becoming law.
