SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/29-20 new

    Amends the Transportation Article of the School Code. Provides that any 2 or more school districts that share the same boundaries may combine transportation activities to achieve savings to these school districts as well as this State. Provides that for any school districts electing to combine such transportation, the State Board of Education shall reimburse the school districts in an amount in addition to any other transportation reimbursement or other moneys owed to the school districts. Sets forth provisions concerning calculating the reimbursement, dividing the reimbursement, entering into contracts, and applying for reimbursement. Effective July 1, 2014.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
529-20 as follows:
 
6    (105 ILCS 5/29-20 new)
7    Sec. 29-20. Transportation for school districts with
8coterminous boundaries. Any 2 or more school districts that
9share the same boundaries may combine transportation
10activities to, in addition to the variety of economic,
11environmental, and traffic safety benefits, achieve savings to
12these school districts as well as this State. For any school
13districts electing to combine such transportation, the State
14Board of Education shall reimburse the school districts in an
15amount in addition to any other transportation reimbursement or
16other moneys owed to the school districts. In calculating this
17reimbursement, the State Board of Education shall reimburse
18school districts in the year following the year in which
19savings were achieved in an amount deemed equal to 75% of the
20actual or estimated savings achieved by this State from any
21reductions in other reimbursement the consolidation achieved.
22This additional reimbursement must be divided between or among
23the school districts by a percentage equal to the percentage of

1the total student population made up by each district's
2population. School districts may jointly enter into any
3contract not otherwise prohibited by this Article with other
4coterminous school districts or transportation providers to
5achieve these savings. In applying for reimbursement under this
6Section, school districts shall use forms prescribed by the
7State Board of Education, accompanied by any information
8requested by the State Board of Education or deemed useful by
9the school districts, including historic transportation
10information, mileage reductions, or information provided by
11vendors or consultants.
 
12    Section 99. Effective date. This Act takes effect July 1,
132014.
