| 2 | | AMENDMENT NO. ______. Amend House Bill 4716 as follows:

| 3 | | on page 3, by inserting immediately below line 13 the |
| 4 | | following:

| 5 | | "(e) The authorizations granted to the district under this |
| 6 | | Section shall not be construed as modifying or limiting any |
| 7 | | other law or regulation. Any actions taken pursuant to the |
| 8 | | authorities granted in this Section must be in compliance with |
| 9 | | all applicable laws and regulations, including, but not limited |
| 10 | | to, the Environmental Protection Act, and rules adopted under |
| 11 | | that Act.".
