AMENDMENT TO HOUSE BILL 5323 




2    AMENDMENT NO. ______. Amend House Bill 5323 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Higher Education Student Assistance Act is 
5amended  by adding Section 47 as follows:
 
6    (110 ILCS 947/47 new)
7    Sec. 47. Study; applicability and practicality of 
8Pennsylvania's Pay It Forward Pay It Back program to the State 
9of Illinois.
10    (a) The Illinois Student Assistance Commission shall 
11undertake a study to determine the practical and fiscal impacts 
12of adopting a program in Illinois similar to Pennsylvania's Pay 
13It Forward Pay It Back program.  The study shall focus on the 
14particular intricacies, details, and mechanics of funding, 
15with specific regard to the proposal contained in the language 
16of House Bill 5323 from the 98th General Assembly, as

1introduced.  The Commission shall also, to the greatest extent 
2possible, conduct a survey of similar programs within the 50 
3states, with specific regard to funding and programmatic 
4practicality and feasibility.
5    (b) The Commission shall prepare a report based on the 
6results of the study and submit its report to the General 
7Assembly on or before December 1, 2014.
8    (c) This Section is repealed on December 1, 2015.
 

9    Section 99. Effective date. This Act takes effect upon 
10becoming law.".
