1    AN ACT concerning transportation.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The State Finance Act is amended by adding 
5Section 5.855 as follows:
 
6    (30 ILCS 105/5.855 new)
7    Sec. 5.855. The Lupus Foundation of America Fund.
 
8    Section 10. The Illinois Vehicle Code is amended  by adding 
9Section 3-699.14 as follows:
 
10    (625 ILCS 5/3-699.14 new)
11    Sec. 3-699.14. Lupus Foundation of America plates.
12    (a) The Secretary, upon receipt of all applicable fees and 
13applications made in the form prescribed by the Secretary, may 
14issue special registration plates designated as Lupus 
15Foundation of America license plates.
16    The special plates issued under this Section shall be 
17affixed only to passenger vehicles of the first division or 
18motor vehicles of the second division weighing not more than 
198,000 pounds. 
20    Plates issued under this Section shall expire according to 
21the multi-year procedure established by Section 3-414.1 of this

1Code. 
2    (b) The design and color of the special plates shall be 
3wholly within the discretion of the Secretary. Appropriate 
4documentation, as determined by the Secretary, shall accompany 
5each application. 
6    (c) An applicant for the special plate shall be charged a 
7$20 fee for original issuance in addition to the appropriate 
8registration fee. Of this fee, $5 shall be deposited into the 
9Lupus Foundation of America Fund and $15 shall be deposited 
10into the Secretary of State Special License Plate Fund, to be 
11used by the Secretary to help defray the administrative 
12processing costs. 
13    For each registration renewal period, a $20 fee, in 
14addition to the appropriate registration fee, shall be charged. 
15Of this fee, $18 shall be deposited into the Lupus Foundation 
16of America Fund and $2 shall be deposited into the Secretary of 
17State Special License Plate Fund. 
18    (d) The Lupus Foundation of America Fund is created as a 
19special fund in the State treasury. All money in the Lupus 
20Foundation of America Fund shall be paid, subject to 
21appropriation by the General Assembly and distribution by the 
22Secretary, as grants to the Lupus Foundation of America, 
23Illinois Chapter.
