| 4 | | "Section 5. The State Treasurer Act is amended by adding |
| 5 | | Section 20 as follows:

| 7 | | Sec. 20. Default provisions. Notwithstanding any other |
| 8 | | provision of law, the entity responsible for remitting a fine, |
| 9 | | fee, or other amount before the deposit of moneys in the State |
| 10 | | treasury shall remit the fine, fee, or other charge to the |
| 11 | | administering agency or the agency designated to provide |
| 12 | | support to the board, commission, or other body. This Section |
| 13 | | shall apply to fines, fees, or other amounts remitted by |
| 14 | | circuit clerks, county clerks, and other entities that are not |
| 15 | | State agencies for deposit into a fund in the State treasury. |
