AMENDMENT TO HOUSE BILL 5487 




2    AMENDMENT NO. ______. Amend House Bill 5487 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Abused and Neglected Child Reporting Act is 
5amended  by adding Section 7.23 as follows:
 
6    (325 ILCS 5/7.23 new)
7    Sec. 7.23. Reports involving children with developmental 
8disabilities; policies and procedures. The Department shall 
9establish, by rule, policies and procedures investigators must 
10follow when a report of abuse or neglect involves a child with 
11a developmental disability or a physical disability that 
12impacts the child's ability to communicate. These policies and 
13procedures shall include the following:
14        (1) Guidelines for when the Department's investigation 
15    team shall include a licensed clinical social worker or a 
16    speech language pathologist who has experience, either in a

1    clinical setting or as a therapist in an educational 
2    setting, in working with the child's specific disability to 
3    help assess the information received from the child. 
4        (2) Guidelines for interview preparation aimed at 
5    building awareness of the child's communication needs. 
6        (3) Training requirements for interviewers involved in 
7    a forensic interview.".
