AMENDMENT TO HOUSE BILL 5742

AMENDMENT NO. ______. Amend House Bill 5742 as follows:

on page 2, by replacing lines 12 through 14 with the following:

""Emergent Stroke Ready Hospital" means a hospital that has been designated by the Department as meeting the criteria for providing emergent stroke care."; and

on page 7, line 8, immediately after "certified", by replacing "and are" with "by a nationally-recognized certifying body"; and

on page 9, line 9, by replacing "The" with "Beginning on the first day of the month that begins 12 months after the adoption of rules authorized by this subsection, the The"; and

on page 9, line 14, immediately after the period, by inserting "For any hospital that is designated as an Emergent Stroke Ready Hospital at the time that the Department begins the designation of Acute Stroke-Ready Hospitals, the Emergent Stroke Ready designation shall remain intact for the duration of the 12-month period until that designation expires. Until the Department begins the designation of hospitals as Acute Stroke-Ready Hospitals, hospitals may achieve Emergent Stroke Ready Hospital designation utilizing the processes and criteria provided in Public Act 96-514."; and

on page 10, lines 20 and 21, by replacing "Request for Department Acute Stroke-Ready Designation Form" with "Application for Stroke Center Designation form"; and

on page 12, lines 1 through 4, by replacing "director of stroke care, which may be a clinical member of the hospital staff or the designee of the hospital administrator, to oversee the hospital's stroke care policies and procedures" with "Clinical Director of Stroke Care who shall be a clinical member of the hospital staff with training or experience, as defined by the facility, in the care of patients with cerebrovascular disease. This training or experience may include, but is not limited to, completion of a fellowship or other specialized training in the area of cerebrovascular disease, attendance at national courses, or prior experience in neuroscience intensive care units. The Clinical Director of Stroke Care may be a neurologist, neurosurgeon, emergency medicine physician, internist, radiologist, advanced practice nurse, or physician's assistant director of stroke care, which may be a clinical member of the hospital staff or the designee of the hospital administrator, to oversee the hospital's stroke care policies and procedures"; and

on page 12, lines 5 and 6, by replacing "staff an acute stroke team in accordance with national guidelines" with "provide rapid access to an acute stroke team, as defined by the facility, that considers and reflects nationally-recognized, evidenced-based protocols or guidelines"; and

on page 12, lines 19 through 22, by replacing "stroke unit or transfer stroke patients to an Acute Stroke-Ready Hospital, Primary Stroke Center, or Comprehensive Stroke Center with a stroke unit available" with "unit that can provide appropriate care that considers and reflects nationally-recognized, evidence-based protocols or guidelines or transfer stroke patients to an Acute Stroke-Ready Hospital, Primary Stroke Center, or Comprehensive Stroke Center, or another facility that can provide the appropriate care that considers and reflects nationally-recognized, evidence-based protocols or guidelines"; and

on page 13, lines 20 and 21, by replacing "Request for Acute Stroke-Ready Hospital Designation Form" with "Application for Stroke Center Designation form"; and

on page 14, lines 8 and 9, by replacing "a Request for Acute Stroke-Ready Hospital" with "an Application for Stroke Center"; and

on page 14, line 17, by replacing "Stroke Medical Director's" with "Clinical Director of Stroke Care's"; and

on page 14, line 20, by replacing "Request for Acute Stroke-Ready Hospital" with "Application for Stroke Center".
