| 2 | | AMENDMENT NO. ______. Amend House Bill 5742 as follows:

| 3 | | on page 2, by replacing lines 12 through 14 with the following: |
| 4 | | ""Emergent Stroke Ready Hospital" means a hospital that has |
| 5 | | been designated by the Department as meeting the criteria for |
| 6 | | providing emergent stroke care."; and |
| 7 | | on page 7, line 8, immediately after "certified", by replacing |
| 8 | | "and are" with "by a nationally-recognized certifying body"; |
| 9 | | and

| 10 | | on page 9, line 9, by replacing "The" with "Beginning on the |
| 11 | | first day of the month that begins 12 months after the adoption |
| 12 | | of rules authorized by this subsection, the The"; and

| 1 | | "For any hospital that is designated as an Emergent Stroke |
| 2 | | Ready Hospital at the time that the Department begins the |
| 3 | | designation of Acute Stroke-Ready Hospitals, the Emergent |
| 4 | | Stroke Ready designation shall remain intact for the duration |
| 5 | | of the 12-month period until that designation expires. Until |
| 6 | | the Department begins the designation of hospitals as Acute |
| 7 | | Stroke-Ready Hospitals, hospitals may achieve Emergent Stroke |
| 8 | | Ready Hospital designation utilizing the processes and |
| 9 | | criteria provided in Public Act 96-514."; and
|
| 10 | | on page 10, lines 20 and 21, by replacing "Request for |
| 11 | | Department Acute Stroke-Ready Designation Form" with |
| 12 | | "Application for Stroke Center Designation form"; and
|
| 13 | | on page 12, lines 1 through 4, by replacing "director of stroke |
| 14 | | care, which may be a clinical member of the hospital staff or |
| 15 | | the designee of the hospital administrator, to oversee the |
| 16 | | hospital's stroke care policies and procedures" with "Clinical |
| 17 | | Director of Stroke Care who shall be a clinical member of the |
| 18 | | hospital staff with training or experience, as defined by the |
| 19 | | facility, in the care of patients with cerebrovascular disease. |
| 20 | | This training or experience may include, but is not limited to, |
| 21 | | completion of a fellowship or other specialized training in the |
| 22 | | area of cerebrovascular disease, attendance at national |
| 23 | | courses, or prior experience in neuroscience intensive care |
| 24 | | units. The Clinical Director of Stroke Care may be a |

| 1 | | neurologist, neurosurgeon, emergency medicine physician, |
| 2 | | internist, radiologist, advanced practice nurse, or |
| 3 | | physician's assistant director of stroke care, which may be a |
| 4 | | clinical member of the hospital staff or the designee of the |
| 5 | | hospital administrator, to oversee the hospital's stroke care |
| 6 | | policies and procedures"; and
|
| 7 | | on page 12, lines 5 and 6, by replacing "staff an acute stroke |
| 8 | | team in accordance with national guidelines" with "provide |
| 9 | | rapid access to an acute stroke team, as defined by the |
| 10 | | facility, that considers and reflects nationally-recognized, |
| 11 | | evidenced-based protocols or guidelines"; and
|
| 12 | | on page 12, lines 19 through 22, by replacing "stroke unit or |
| 13 | | transfer stroke patients to an Acute Stroke-Ready Hospital, |
| 14 | | Primary Stroke Center, or Comprehensive Stroke Center with a |
| 15 | | stroke unit available" with "unit that can provide appropriate |
| 16 | | care that considers and reflects nationally-recognized, |
| 17 | | evidence-based protocols or guidelines or transfer stroke |
| 18 | | patients to an Acute Stroke-Ready Hospital, Primary Stroke |
| 19 | | Center, or Comprehensive Stroke Center, or another facility |
| 20 | | that can provide the appropriate care that considers and |
