| 2 | | AMENDMENT NO. ______. Amend House Bill 5795 by replacing |
| 3 | | lines 20 through 26 on page 5, and line 1 on page 6, with the |
| 4 | | following:

| 5 | | "(6) The Council shall, in order to incentivize prime |
| 6 | | vendor contracting with businesses certified under this Act as |
| 7 | | being owned by minorities, females, and persons with |
| 8 | | disabilities, study the Illinois State Toll Highway |
| 9 | | Authority's Earned Credit Program to determine (a) how the |
| 10 | | Program could be adapted to apply to all State contracts |
| 11 | | subject to goals under this Act for participation by |
| 12 | | minorities, females, and persons with disabilities, and (b) the |
| 13 | | changes to Illinois' statutes and rules that would be needed to |
| 14 | | implement the Program statewide. The Council shall report its |
| 15 | | findings to the Director of Central Management Services and to |
| 16 | | the General Assembly on or before January 1, 2015. This |
| 17 | | subsection is inoperative on and after January 1, 2016.".
