| 2 | | AMENDMENT NO. ______. Amend House Bill 5819 by replacing |
| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 1. Short title. This Act may be cited as the |
| 5 | | Illinois Collar County Economic Development Task Force Act.
|
| 6 | | Section 5. Definitions. As used in this Act, "collar |
| 7 | | counties" means the counties of DuPage, Grundy, Kane, Kendall, |
| 8 | | Lake, McHenry, Will, and Kankakee.
|
| 9 | | Section 10. Illinois Collar County Economic Development |
| 10 | | Task Force. There is created the Illinois Collar County |
| 11 | | Economic Development Task Force with 18 members appointed as |
| 12 | | follows: Each county board chairman or county executive from a |
| 13 | | collar county shall appoint 2 members from his or her county. |
| 14 | | The Governor shall appoint one member from the Department of |
| 15 | | Commerce and Economic Opportunity and one member from the |

| 1 | | general public. Members of the Task Force shall receive no |
| 2 | | compensation. The Chairperson of the Task Force shall be |
| 3 | | elected by the members from among the membership of the Task |
| 4 | | Force. The Task Force shall meet at the call of the |
| 5 | | Chairperson. The appointing authority shall appoint a |
| 6 | | replacement member upon the death, disability, or resignation |
| 7 | | of any member in the same manner as the original appointment. |
| 8 | | The Task Force shall be staffed by the Department of Commerce |
| 9 | | and Economic Opportunity.

| 10 | | Section 15. Task Force duties. The Task Force shall |
| 11 | | identify issues of importance to the job climate in the collar |
| 12 | | counties including, but not limited to, transportation, |
| 13 | | workforce skills, State regulation, and tax policy, in order to |
| 14 | | make its recommendations to the General Assembly for further |
| 15 | | action to improve the economic conditions of the collar |
| 16 | | counties and to foster their ongoing economic development.

| 17 | | Section 20. Findings and recommendations. By January 1, |
| 18 | | 2016, the Task Force shall submit a report to the General |
| 19 | | Assembly and the Governor setting forth its findings and |
| 20 | | recommendations.
|
| 21 | | Section 25. Repeal. This Act is repealed on January 1, |
| 22 | | 2016.
