Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Blue Star Banner plates to residents of Illinois that have a spouse, parent, sibling, or child actively serving in the United States Armed Forces.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Vehicle Code is amended by adding |
5 | | Section 3-699.14 as follows: |

7 | | Sec. 3-699.14. Blue Star Banner license plates. |
8 | | (a) In addition to any other special license plate, the |
9 | | Secretary, upon receipt of all applicable fees and applications |
10 | | made in the form prescribed by the Secretary of State, may |
11 | | issue Blue Star Banner license plates to residents of Illinois |
12 | | who have a spouse, parent, sibling, or child actively serving |
13 | | in the United States Armed Forces. The special Blue Star Banner |
14 | | plates issued under this Section shall be affixed only to |
15 | | passenger vehicles of the first division, motorcycles, and |
16 | | motor vehicles of the second division weighing not more than |
17 | | 8,000 pounds. Plates issued under this Section shall expire |
18 | | according to the staggered multi-year procedure established by |
19 | | Section 3-414.1 of this Code. |
20 | | (b) The design, color, and format of the plates shall be |
21 | | wholly within the discretion of the Secretary of State. The |
22 | | Secretary may, in his or her discretion, allow the plates to be |
23 | | issued as vanity plates or personalized in accordance with |
