SYNOPSIS AS INTRODUCED:
Amends “An Act making appropriations”, Public Act 98-27, “An Act making appropriations”, Public Act 98-50, and “An Act making appropriations”, Public Act 98-64. Appropriates certain sums to the Department of Human Services, the Department of Human Rights, the Department of Public Health, the Department of Corrections, the Department of Juvenile Justice, and the Department of Natural Resources for personal services and State contributions to Social Security. Appropriates a certain sum to the State Comptroller for deposit into the Backlog Payment Fund. Effective immediately.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. “An Act making appropriations”, Public Act 98-27, approved June 21, 2013, is amended by adding Section 33 to Article 8, by adding Section 13 to Article 9, and by adding Section 7 to Article 10 as follows:
(P.A. 98-27, Article 8, Section 33 new)
Sec. 33. In addition to any amount heretofore appropriated, the sum of $30,000, or so much thereof as may be necessary, is appropriated to the Department of Human Rights for Personal Services and State Contributions to Social Security, including prior year costs, at the approximate costs below:
For Personal Services............................ $21,000
For State Contributions to Social Security........ $9,000
(P.A. 98-27, Article 9, Section 13 new)
Sec. 13. In addition to any amount heretofore appropriated, the sum of $21,006,800, or so much thereof as may be necessary, is appropriated to the Department of Human Services for Personal Services and State Contributions to Social Security, including prior year costs, at the approximate costs below:
For Personal Services........................ $19,513,900
For State Contributions to Social Security.... $1,492,900

Sec. 7. In addition to any amount heretofore appropriated, the sum of $1,753,300, or so much thereof as may be necessary, is appropriated to the Department of Public Health for Personal Services and State Contributions to Social Security, including prior year costs, at the approximate costs below:
For Personal Services......................... $1,628,700
For State Contributions to Social Security...... $124,600
Section 10. “An Act making appropriations”, Public Act 98-50, approved with items vetoed by the Governor on July 2, 2013, is amended by adding Section 7 to Article 4 and by adding Section 7 to Article 11 as follows:
(P.A. 98-50, Article 4, Section 7 new)
Sec. 7. In addition to any amount heretofore appropriated, the sum of $82,845,100, or so much thereof as may be necessary, is appropriated to the Department of Corrections for Personal Services and State Contributions to Social Security, including prior year costs, at the approximate costs below:
For Personal Services........................ $76,957,800
For State Contributions to Social Security.... $5,887,300
(P.A. 98-50, Article 11, Section 7 new)
Sec. 7. In addition to any amount heretofore appropriated, the sum of $5,619,000, or so much thereof as may be necessary, is appropriated to the Department of Juvenile Justice for Personal Services and State Contributions to Social Security, including prior year costs, at the approximate costs below:
For Personal Services......................... $5,219,700
For State Contributions to Social Security...... $399,300
Section 15. “An Act making appropriations”, Public Act 98-64, approved with items vetoed by the Governor on July 10, 2013, is amended by adding Section 35 to Article 9 and Section 3 to Article 31 as follows:
(P.A. 98-64, Article 9, Section 35 new)
Sec. 35. The sum of $1,100,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Office of the State Comptroller for deposit into the Backlog Payment Fund.

Sec. 3. In addition to any amount heretofore appropriated, the sum of $1,000,100, or so much thereof as may be necessary, is appropriated to the Department of Natural Resources for Personal Services and State Contributions to Social Security, including prior year costs, at the approximate costs below:
For Personal Services........................... $929,000
For State Contributions to Social Security....... $71,100
Section 99. Effective date. This Act takes effect upon becoming law.
