HOUSE JOINT RESOLUTION

  
 
2    WHEREAS, It is necessary to recognize those who are 
3dedicated to the betterment of the State of Illinois and to the 
4betterment of their communities; and
  
 
5    WHEREAS, The best means of fostering this commitment is by 
6recognizing the contributions of citizens who have come to 
7serve this State; and
  
 
8    WHEREAS, Jerry F. Costello was born on September 25, 1949, 
9in East St. Louis; he served in the United States House of 
10Representatives from August 9, 1988 to January 2, 2013; and
  
 
11    WHEREAS, During his tenure as a congressman and Chairman of 
12the St. Clair County Board, Jerry Costello made it a priority 
13to boost the local economy by building a new transportation and 
14infrastructure network for the region; and
  
 
15    WHEREAS, Jerry Costello served as the senior Democrat on 
16the Transportation and Infrastructure Committee and played an 
17instrumental role in securing substantial federal funding for 
18many infrastructure projects; chief among these projects was a 
19new Mississippi River bridge and the connecting roadways 
20adjacent to it; and

1    WHEREAS, This new bridge carrying Interstate 70 over the 
2Mississippi River connecting East St. Louis and downtown St. 
3Louis, Missouri is currently under construction; and
  
 
4    WHEREAS, It is fitting to dedicate the section of the 
5newly-rerouted Interstate 70 expressway from its connection at 
6Interstate 64 up to the new Mississippi River bridge in honor 
7of Congressman Jerry Costello; therefore, be it
  
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
9NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 
10SENATE CONCURRING HEREIN, that we designate the new Interstate 
1170 expressway from its connection to the existing Interstate 64 
12up to the new Mississippi River Bridge connecting East St. 
13Louis and downtown St. Louis, Missouri as the US Congressman 
14Jerry F. Costello Expressway; and be it further
  
 
15    RESOLVED, That the Illinois Department of Transportation 
16is requested to erect at suitable locations, consistent with 
17State and federal regulations, appropriate plaques or signs 
18giving notice of the name of the US Congressman Jerry F. 
19Costello Expressway; and be it further
 
20    RESOLVED, That suitable copies of this resolution be 
21presented to the Secretary of the Illinois Department of 
22Transportation and Congressman Jerry F. Costello.
