2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Chester | ||||||
4 | J. "Chet" Rybicki, former mayor of Naperville, who passed away | ||||||
5 | on March 6, 2013; and
| ||||||
6 | WHEREAS, Chet Rybicki was born on March 25, 1916, to Paul | ||||||
7 | and Estella (nee Olenik) Rybicki; he served in the U.S. Army | ||||||
8 | Air Corps during World War II and was discharged in 1945; he | ||||||
9 | and his wife, Lillian "Mickey" (nee Jaburek) moved to | ||||||
10 | Naperville in 1960; he worked as a buyer for Sears Roebuck & | ||||||
11 | Co., working out of the Sears Tower from 1973 until his | ||||||
12 | retirement in 1975; and | ||||||
13 | WHEREAS, Chet Rybicki served as the mayor of the City of | ||||||
14 | Naperville from 1975 to 1983; during his time as mayor, he saw | ||||||
15 | Naperville's population double to more than 40,000; he fostered | ||||||
16 | development of the city's riverwalk, taking it from being just | ||||||
17 | unsightly riverbanks lined with oil tanks, garages, and salt | ||||||
18 | piles, and transforming it into the city's award-winning crown | ||||||
19 | jewel; he relocated and restored the historic structures at | ||||||
20 | Naper Settlement; and

21 | WHEREAS, Chet Rybicki's years of public service included | ||||||
22 | time as a township auditor and clerk and member of the |

1 | Naperville Plan Commission, Naperville Public Library Board, | ||||||
2 | the YMCA board, and Rotary Club of Naperville; and
| ||||||
3 | WHEREAS, Chet Rybicki was a member of the Rotary Club of | ||||||
4 | Naperville since 1986 and a longtime member of St. Raphael | ||||||
5 | Catholic Church; he enjoyed mastering the violin and meeting | ||||||
6 | new people; and | ||||||
7 | WHEREAS, Chet Rybicki was preceded in death by his parents; | ||||||
8 | his wife of 61 years, Lillian; and his sister, Marie (Elmer) | ||||||
9 | Majewski; and | ||||||
10 | WHEREAS, Chet Rybicki was the father of Michael (Mary) | ||||||
11 | Rybicki, John (Susan) Rybicki, and Cheryl (Raymond) Forster; | ||||||
12 | the grandfather of William "Bill" (Asra Syed) Rybicki, James | ||||||
13 | "Jim" (Anna) Rybicki, Dennis Martens, and twins, Michael | ||||||
14 | Forster and Elizabeth (Jim) Grasmeder; the great-grandfather | ||||||
15 | of Ada and Henry Rybicki; and the uncle of many; therefore, be | ||||||
16 | it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
18 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
19 | we mourn the passing of Chet Rybicki, and we extend our sincere | ||||||
20 | condolences to his family, friends, and all who knew and loved | ||||||
21 | him; and be it further
