2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives honor J. Thomas Johnson for his distinguished | ||||||
4 | career of service to the people of the State of Illinois; and
| ||||||
5 | WHEREAS, Tom was born in DeKalb County; he has been a | ||||||
6 | resident of Cook County for most of his professional career; he | ||||||
7 | earned his bachelor's degree in accounting from Northern | ||||||
8 | Illinois University and is a registered Certified Public | ||||||
9 | Accountant in Illinois; and
| ||||||
10 | WHEREAS, Tom served as the Director of the Illinois | ||||||
11 | Department of Revenue from 1980 to 1987; during that time, he | ||||||
12 | served as President of the National Association of Tax | ||||||
13 | Administrators and on President Ronald Reagan's Task Force on | ||||||
14 | Worldwide Unitary Taxation, which was charged to review its | ||||||
15 | impact on foreign trade and relations; and
| ||||||
16 | WHEREAS, Tom was an original member and then Chairman of | ||||||
17 | the Illinois Gaming Board from 1990 until 1999; and | ||||||
18 | WHEREAS, Before his appointment at the Department of | ||||||
19 | Revenue, Tom served as the Director of the Illinois Department | ||||||
20 | of Local Government Affairs, the agency then responsible for | ||||||
21 | overseeing the State's administration of real and personal |

1 | property taxation; and
| ||||||
2 | WHEREAS, Tom became President of the Taxpayers' Federation | ||||||
3 | of Illinois on April 1, 2006; and | ||||||
4 | WHEREAS, He served as a member of the Property Tax Reform | ||||||
5 | and Relief Task Force, a body created by the General Assembly | ||||||
6 | in 2007; and
| ||||||
7 | WHEREAS, In 2009, Governor Pat Quinn appointed Tom chair of | ||||||
8 | the Taxpayer Action Board, which was charged with identifying | ||||||
9 | cost and operating efficiencies in Illinois' government | ||||||
10 | programs; and | ||||||
11 | WHEREAS, Tom was formerly the Partner in Charge of KPMG's | ||||||
12 | Chicago State and Local Tax Practice; and
| ||||||
13 | WHEREAS, Before joining KPMG, he served as the National | ||||||
14 | Director of State and Local Taxes for Grant Thornton; and | ||||||
15 | WHEREAS, Tom has been a member of the Board of Directors of | ||||||
16 | the Civic Federation of Chicago, Chairman of the Tax Committee | ||||||
17 | of the Chicagoland Chamber of Commerce, a member of the Tax | ||||||
18 | Committee of the Illinois Chamber of Commerce, a member of the | ||||||
19 | Director's Advisory Board of the Illinois Department of | ||||||
20 | Revenue, and a member of the Board of the Illinois Tax |

1 | Foundation and the Regional Development Committee of the | ||||||
2 | Metropolitan Planning Council; and | ||||||
3 | WHEREAS, Tom has served as a member of the Advisory Boards | ||||||
4 | of the Georgetown University Law School's State and Local Tax | ||||||
5 | Institute, the National Institute on State and Local Taxation, | ||||||
6 | and the AICPA and Illinois CPA Society's State and Local Tax | ||||||
7 | Committees; and
| ||||||
8 | WHEREAS, Tom's knowledge and experience have made him a | ||||||
9 | valuable resource for the Governor and the General Assembly as | ||||||
10 | they have considered changes in State and local tax policy; his | ||||||
11 | participation in legislative and administrative deliberations | ||||||
12 | for the last 30 years has resulted in significant improvements | ||||||
13 | in the tax structure of this State; therefore, be it
| ||||||
14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
15 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
16 | we honor J. Thomas Johnson for his distinguished career of | ||||||
17 | service to the people of the State of Illinois; and be it | ||||||
18 | further

19 | RESOLVED, That a suitable copy of this resolution be | ||||||
20 | presented to J. Thomas Johnson as a symbol of our respect and | ||||||
21 | esteem.
