HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Barbara
4S. Penelton of Peoria, who passed away on March 18, 2013; and
 
5    WHEREAS, Barbara Penelton was born on April 8, 1937, in
6Chicago to Ruth and George Spencer; she attended Chicago Public
7Schools and earned a bachelors of science and a masters of
8science in education in 1958 and 1961, respectively, from the
9University of Illinois at Champaign-Urbana; she married Frank
10Smith but that union ended in divorce and in 1968 she married
11Richard Penelton; and
 
12    WHEREAS, Barbara Penelton began teaching for the Chicago
13Public Schools; in 1966, she moved to Peoria after accepting a
14position as director of education for the Peoria Tri-County
15Urban League; in 1969, she became the first African-American
16female faculty member at Bradley University, where she taught
17and served as chair of the university's Department of Teacher
18Education in the College of Education and Health Sciences; and
 
19    WHEREAS, Barbara Penelton was preceded in death by her
20mother, Ruth and her husband, Richard; and
 
21    WHEREAS, Barbara Penelton is survived by her father, George

1Spencer Sr.; her brother, George Spencer Jr.; her daughters,
2Lisa Penelton and Kim (Frank) Campbell; her grandchildren,
3Franklin and Julian Campbell; her other children, Toby Smith,
4Sheri Mathis, Dominique Brown, and George Lyon Spencer; her
5other grandchildren, Nishay Brown, Daejunique Brown, Jordan
6Carter, Nathan Carter, Sydney Mathis, Joseph Mathis, Geordan
7Spencer, and Skye Spencer; her goddaughter, Karlyn Miller
8Singleton; one godgranddaughter, Tamara Camille Butler; and a
9host of other much-beloved children, family members, book club
10sisters, and friends; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we mourn the passing of Barbara Penelton, and we extend our
14sincere condolences to her family, friends, and all who knew
15and loved her; and be it further
 
16    RESOLVED, That a suitable copy of this resolution be
17presented to the family of Barbara Penelton as an expression of
18our deepest sympathy.
