2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Barbara |
4 | | S. Penelton of Peoria, who passed away on March 18, 2013; and
|
5 | | WHEREAS, Barbara Penelton was born on April 8, 1937, in |
6 | | Chicago to Ruth and George Spencer; she attended Chicago Public |
7 | | Schools and earned a bachelors of science and a masters of |
8 | | science in education in 1958 and 1961, respectively, from the |
9 | | University of Illinois at Champaign-Urbana; she married Frank |
10 | | Smith but that union ended in divorce and in 1968 she married |
11 | | Richard Penelton; and
|
12 | | WHEREAS, Barbara Penelton began teaching for the Chicago |
13 | | Public Schools; in 1966, she moved to Peoria after accepting a |
14 | | position as director of education for the Peoria Tri-County |
15 | | Urban League; in 1969, she became the first African-American |
16 | | female faculty member at Bradley University, where she taught |
17 | | and served as chair of the university's Department of Teacher |
18 | | Education in the College of Education and Health Sciences; and
|
19 | | WHEREAS, Barbara Penelton was preceded in death by her |
20 | | mother, Ruth and her husband, Richard; and
|
21 | | WHEREAS, Barbara Penelton is survived by her father, George |
