| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are pleased to recognize William F. Murphy on |
| 4 | | the occasion of his retirement as mayor of the Village of |
| 5 | | Woodridge; and
|
| 6 | | WHEREAS, Mayor Murphy is the longest serving mayor in |
| 7 | | DuPage County; he was first elected to the Woodridge Village |
| 8 | | Board as a trustee in 1973 and served 8 years; in 1981, he was |
| 9 | | elected mayor and was re-elected 7 more times and will have |
| 10 | | served 32 years when he steps down on April 30, 2013; his 40 |
| 11 | | years in office have been years of transformation and progress |
| 12 | | for Woodridge; under his leadership, the population has grown |
| 13 | | by 46% and the square miles of village territory has doubled; |
| 14 | | Woodridge has evolved from a bedroom community to a diversified |
| 15 | | and stable community; and
|
| 16 | | WHEREAS, Mayor Murphy has been a leader in numerous areas |
| 17 | | during his time in office; he was instrumental in reginal water |
| 18 | | planning and in bringing Lake Michigan water to DuPage County, |
| 19 | | creating the DuPage Water Commission, the construction of the |
| 20 | | North-South Tollway, maintaining the Argonne National |
| 21 | | Laboratory as a strong national research facility, and |
| 22 | | ultimately winning the Advance Photon Source; and

| 1 | | WHEREAS, Mayor Murphy has been active in many organizations |
| 2 | | such as serving twice as president of the DuPage Mayors and |
| 3 | | Managers Conference, serving as president of the Illinois |
| 4 | | Municipal League, serving as vice-chair of the Illinois |
| 5 | | International Port District, serving on the National League of |
| 6 | | Cities Board of Directors and Advisory Council, and as a member |
| 7 | | of the U.S. Conference of Mayors; and
|
| 8 | | WHEREAS, Mayor Murphy's governing style incorporated input |
| 9 | | from the community at large; he introduced a community |
| 10 | | recognition program that every year recognized the most |
| 11 | | outstanding business, youth, citizen, association, advisory |
| 12 | | commission member, and public employee; he championed a |
| 13 | | strategic management process that seeked input from the |
| 14 | | community to identify goals and use them to create goals that |
| 15 | | are then carried out by staff; he organized an annual community |
| 16 | | needs survey and implemented a 5-year financial planning |
| 17 | | process to ensure both the stability of the Village and the |
| 18 | | ability to achieve the goals identified by the community; and
|
| 19 | | WHEREAS, Mayor Murphy helped to create many different ways |
| 20 | | for those who needed help to obtain it; he started the Pro |
| 21 | | Logis Fund which provides grants to high schoolers to assist |
| 22 | | with college costs, aided charitable programs such as Support |
| 23 | | our Troops, the Woodridge Golden Years program, the Woodridge |
| 24 | | Community Resource Center, and the Diversity Committee, and he |

| 1 | | created the Quality Community Task Force to address |
| 2 | | neighborhood needs; he served as board member on the Community |
| 3 | | Pantry, sponsored the Robert Shields Memorial fundraiser, and |
| 4 | | has assisted St. Scholastic Catholic Church in a variety of |
| 5 | | capacities; and |
| 6 | | WHEREAS, Mayor Murphy spent 34 years working for Woodridge |
| 7 | | School District 68; he previously served as principal within |
| 8 | | the district and retired in 2004 as the assistant |
| 9 | | superintendent of personnel; upon his retirement, the |
| 10 | | Woodridge School was renamed the William F. Murphy School to |
| 11 | | honor his service to the district and the community; and |
| 12 | | WHEREAS, Mayor Murphy has received a number of awards |
| 13 | | throughout his career such as the Illinois State Board of |
| 14 | | Education's "Those Who Excel Award of Merit" 1993-94, the |
| 15 | | ISBE's Certificate of Commendation 1986, the DuPage County |
| 16 | | State's Attorney's Certificate of Merit 1989, the Woodridge |
| 17 | | School District Board of Education's Exemplar of Excellence |
| 18 | | Award 1991, the Kappa Delta Pi International Honor Society in |
| 19 | | Education, the National Catholic Educational Association |
| 20 | | Distinguished Graduate Award 1999, the DuPage Mayors and |
| 21 | | Managers Conference Intergovernmental Cooperation Award 2001 & |
| 22 | | 2002, and the Woodridge Chamber of Commerce Award of Excellence |
| 23 | | 2001; and |

| 1 | | WHEREAS, Mayor Murphy will be honored at a retirement |
| 2 | | celebration on April 24, 2013; therefore, be it
|
| 3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 4 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 5 | | we congratulate Mayor William Murphy on his retirement, thank |
| 6 | | him for his service to his community, and wish him all the best |
| 7 | | in his future endeavours; and be it further

| 8 | | RESOLVED, That a suitable copy of this resolution be |
| 9 | | presented to Mayor Murphy as an expression of our esteem and |
| 10 | | respect.
