| 2 | | WHEREAS, The federal Income Tax Code requires, under |
| 3 | | penalty of law, that individual United
States citizens and |
| 4 | | business firms incorporated in the United States reveal |
| 5 | | intimate information and
details about their incomes, personal |
| 6 | | lives, and political opinions; and
|
| 7 | | WHEREAS, Since the enactment of the first federal income |
| 8 | | tax law in 1913, the Internal Revenue
Service has promised |
| 9 | | individual autonomy and freedom from political harassment to |
| 10 | | Americans who
comply with federal income tax law; and
|
| 11 | | WHEREAS, Recent news reports indicate that starting in 2010 |
| 12 | | personnel of the federal Internal
Revenue Service, including |
| 13 | | high-ranking and supervisory personnel, acting in apparent |
| 14 | | defiance of
federal law and the freedom and autonomy of |
| 15 | | individual Americans, have singled out American
individuals |
| 16 | | and groups based upon their apparent political leanings; and
|
| 17 | | WHEREAS, These reports indicate that certain nonprofit |
| 18 | | groups have been singled out for denial or
delay in recognition |
| 19 | | of their nonprofit standing based upon these groups use of |
| 20 | | identification words
favored by political conservatives, |
| 21 | | including "Tea Party", "patriot", and "9/12"; and
|

| 1 | | WHEREAS, The policy represented by this reported conduct |
| 2 | | constitutes an attempt to chill the speech
of political |
| 3 | | opponents and silence actual and potential political dissent, |
| 4 | | in defiance of the
fundamental rights enjoyed by the American |
| 5 | | people; and
|
| 6 | | WHEREAS, We commend the work of the United States Congress |
| 7 | | in investigating the
threat to the fundamental liberties of |
| 8 | | Americans represented by this alleged conduct, and demand that
|
| 9 | | these reports be investigated as promptly and thoroughly as |
| 10 | | possible; therefore, be it
|
| 11 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 12 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 13 | | we urge the White House, the Office of the United States |
| 14 | | Secretary of the Treasury, and
the Internal Revenue Service to |
| 15 | | comply with all requests related to Congressional inquiries
|
| 16 | | without any delay, including making available all IRS employees |
| 17 | | involved in designing and
implementing these prohibited |
| 18 | | political screenings; and be it further
|
| 19 | | RESOLVED, That copies of this resolution be delivered to |
| 20 | | the President of the United States, the
Secretary of the |
| 21 | | Treasury, the acting Commissioner of the Internal Revenue |
| 22 | | Service, the Speaker of
the U.S. House of Representatives, the |
| 23 | | U.S. Senate Majority Leader, and each member of the Illinois |
