| 2 | | WHEREAS, In 2007, Public Act 95-596 was enacted into law, |
| 3 | | directing the Governor to issue an official notice to all |
| 4 | | persons and entities covered by the Flag Display Act to fly the |
| 5 | | United States flag, the State flag of Illinois, and in the case |
| 6 | | of a Armed Forces member's death, the appropriate military |
| 7 | | flag, at half-staff upon the death of a resident of Illinois |
| 8 | | killed by hostile fire as a member of the United States Armed |
| 9 | | Forces, in the line of duty as a law enforcement officer, or in |
| 10 | | the line of duty as a firefighter; and
|
| 11 | | WHEREAS, The Office of the Governor's website allows any |
| 12 | | person to subscribe to the Illinois Flag Honors e-News |
| 13 | | Summaries service and to be notified whenever the Governor |
| 14 | | issues an official notice pursuant to Public Act 95-596; and
|
| 15 | | WHEREAS, Not every person or local government entity that |
| 16 | | displays the United States flag, the State flag of Illinois, or |
| 17 | | the military flag of any branch of the United States Armed |
| 18 | | Forces or the Illinois National Guard is covered by the Flag |
| 19 | | Display Act; and
|
| 20 | | WHEREAS, Those persons and entities in Illinois who choose |
| 21 | | to display the United States flag, the State flag of Illinois, |
| 22 | | or the military flag of any branch of the United States Armed |

| 1 | | Forces or the Illinois National Guard, but who are not covered |
| 2 | | by the Flag Display Act, may in some cases be unaware that the |
| 3 | | Governor has issued an official notice to fly the flags at |
| 4 | | half-staff to honor a fallen Armed Forces member, law |
| 5 | | enforcement officer, or firefighter; therefore, be it
|
| 6 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 7 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 8 | | we urge local government entities and other persons who display |
| 9 | | the United States flag, the State flag of Illinois, or the |
| 10 | | military flag of any branch of the United States Armed Forces |
| 11 | | or the Illinois National Guard to subscribe to the Illinois |
| 12 | | Flag Honors e-News Summaries service on the Office of the |
| 13 | | Governor's website in order to honor fallen U.S. Armed Forces |
| 14 | | members, law enforcement officers, and firefighters; and be it |
| 15 | | further

| 16 | | RESOLVED, That we urge State and local government entities |
| 17 | | and private state-wide associations and organizations to |
| 18 | | provide links on their websites to the Illinois Flag Honors |
| 19 | | e-News Summaries service subscription page on the Office of the |
| 20 | | Governor's website, and to include information about that |
| 21 | | service in their newsletters and publications in order to |
| 22 | | further encourage the flying of the United States flag, the |
| 23 | | State flag of Illinois, and military flags at half-staff to |
| 24 | | honor fallen U.S. Armed Forces members, law enforcement |
