| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to honor Ann Hilton Fisher of Forest Park | ||||||
| 4 | on the occasion of her service as a member of the Illinois | ||||||
| 5 | Comprehensive Health Insurance Plan Board; and
| ||||||
| 6 | WHEREAS, Ann Hilton Fisher was appointed to the Illinois | ||||||
| 7 | Comprehensive Health Insurance Plan (CHIP) Board on May 1, | ||||||
| 8 | 2008; she served on the board faithfully until June 13, 2013; | ||||||
| 9 | and
| ||||||
| 10 | WHEREAS, During her service on the Illinois Comprehensive | ||||||
| 11 | Health Insurance Plan Board, Ann Hilton Fisher served as Chair | ||||||
| 12 | of the General Counsel Search Committee; she also served on the | ||||||
| 13 | Underwriting and Carrier Oversight Committee; and
| ||||||
| 14 | WHEREAS, Ann Hilton Fisher is a graduate of the University | ||||||
| 15 | of Michigan and Wayne State University Law School; she | ||||||
| 16 | subsequently completed a clerkship with the Hon. Judge | ||||||
| 17 | Fairchild of the Court of Appeals for the Seventh Circuit | ||||||
| 18 | before joining the Legal Assistance Foundation of Chicago, | ||||||
| 19 | where she served as a supervising attorney; and
| ||||||
| 20 | WHEREAS, Ann Hilton Fisher has concentrated in | ||||||
| 21 | representing people with disabilities for the last 20 years; | ||||||

| |||||||
| 1 | she is a member of the American Bar Association AIDS | ||||||
| 2 | Coordinating Committee; she has also served as Executive | ||||||
| 3 | Director of the AIDS Legal Council of Chicago since 1997; and | ||||||
| 4 | WHEREAS, Ann Hilton Fisher was the recipient of the Lawyers | ||||||
| 5 | Trust Fund's Ester R. Rothstein Award in 2001 for her | ||||||
| 6 | leadership, integrity, and commitment to ensuring access to | ||||||
| 7 | justice; she was also honored by the Chicago Bar Association | ||||||
| 8 | and the Chicago Bar Foundation with the 2007 Thomas H. Morsch | ||||||
| 9 | Public Service Award, which honors exemplary lawyers who choose | ||||||
| 10 | public service work as a career; and
| ||||||
| 11 | WHEREAS, Ann Hilton Fisher is well known by her peers as a | ||||||
| 12 | great advocate for the participants of the Illinois | ||||||
| 13 | Comprehensive Health Insurance Plan program; therefore, be it
| ||||||
| 14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 15 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 16 | we honor Ann Hilton Fisher on the occasion of her service as a | ||||||
| 17 | member of the Illinois Comprehensive Health Insurance Plan | ||||||
| 18 | Board and wish her continued success and happiness in the | ||||||
| 19 | future; and be it further
| ||||||
| 20 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 21 | presented to Ann Hilton Fisher as a symbol of our esteem and | ||||||
| 22 | respect.
