2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Frances |
4 | | (nee Silvers) Kennedy of Chicago; and
|
5 | | WHEREAS, Frances Kennedy was born on September 12, 1921 in |
6 | | Nashville, Tennessee to LeRoy A. and Mary Silvers; she |
7 | | graduated from Pearl High School in 1940, where she was chosen |
8 | | as Miss Pearl High; she studied Business and Real Estate Law at |
9 | | Tennessee Agricultural and Industrial State College (now |
10 | | Tennessee State University) and Northwestern University in |
11 | | Chicago; she married Reverend Walter E. Kennedy in June of |
12 | | 1946; and
|
13 | | WHEREAS, Frances Kennedy had a diverse career in real |
14 | | estate and various product and service-related businesses; she |
15 | | was the first woman supervisor for the Chicago Federation of |
16 | | Musicians Employers Welfare Fund; and
|
17 | | WHEREAS, Frances Kennedy was active in her church; she was |
18 | | a member of the Steward Board, the Altar Guild, and the Women's |
19 | | Christian Fellowship of the Progressive Community Center, the |
20 | | Peoples Church; she later became the President of the 1st |
21 | | Pastor's Concerns Council and a member of the Mother's Board at |
22 | | Greater Zion Temple Missionary Baptist Church; she was also |

1 | | active as a member of the National Association for the |
2 | | Advancement of Colored People, the Greenview Park Community |
3 | | Council, Progressive Day Care, and numerous other civic and |
4 | | social organizations; and

5 | | WHEREAS, Frances Kennedy was preceded in death by her |
6 | | husband, Walter; her parents; and her siblings, Jessie Silvers |
7 | | and William Pillow; and
|
8 | | WHEREAS, Frances Kennedy is survived by her son, Leroy E. |
9 | | Kennedy; her grandchildren, Ryan, Jasmine, Pamela, Gaines |
10 | | (Skipper), Karl, Michelle, Deborah, and Dorothy; her |
11 | | great-grandchildren; her nieces, Barbara and Delores; her |
12 | | in-laws, Pamela and Dorothy; and her nephews, cousins, and dear |
13 | | friends; therefore, be it
|
14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
15 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
16 | | we mourn the passing of Frances Kennedy, and extend our sincere |
17 | | condolences to her family, friends, and all who knew and loved |
18 | | her; and be it further

19 | | RESOLVED, That a suitable copy of this resolution be |
20 | | presented to the family of Frances Kennedy as an expression of |
21 | | our deepest sympathy.
