HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate the Honorable Fred L. Foreman on the occasion of his retirement as Chief Judge of Lake County; and

WHEREAS, Judge Foreman has an extensive employment history within the legal community; he served as Assistant Lake County Public Defender from 1974 to 1976, Assistant Lake County States Attorney from 1976-1979, solo practitioner in Lake County from 1979-1980, States Attorney for Lake County from 1980 to 1990, United States Attorney of Lake County for the Northern District of Illinois from 1990 to 1993, senior partner at Freeborn & Peters from 1993 to 2004, Circuit Judge Lake County from 2004 to present, Deputy Chief Judge from 2007 to 2008, Presiding Judge Felony Division from 2008 to 2010, Acting Chief Judge from 2010 to 2011, Chief Judge Elect from 2011 to 2012, and Chief Judge from 2012 to 2014; and

WHEREAS, Judge Foreman has been involved in numerous professional associations; he has been involved with Leading Lawyers of Illinois, the Illinois State Bar Association (Assembly Member), the Chicago Bar Association, the Federal Bar Association, the Lake County Bar Association (Board of Directors), Jefferson Inn of Lake County (President, Board of Directors), the American Bar Association (Criminal Justice Council), the Wisconsin State Bar Association, the National District Attorney's Association (Treasurer, President, Chairman of the Board), the National Association of Former U.S. Attorneys (Board of Directors), the Distinguished Faculty National College of District Attorneys Houston, Texas Bates College of Law, the Illinois States Attorneys Association (past President), the United States Attorney General's Appointee to the Executive Working Group, the Supreme Court of Illinois Appointment to the Committee on Pattern Jury Instructions in Criminal Cases, the Governor's Appointment to the Illinois Criminal Justice Information Authority, the House Speaker's Appointment to the Illinois Sentencing Commission, the Governor's Appointment as Chairman to the Department of Corrections Committee on Detention Standards, the Near North National Group (past Chairman of the Board), the Illinois Judges Association (Board of Directors, the Illinois Judges Foundation (Board of Directors), and the Illinois Supreme Court Appointment to the 2010 Education Conference; and

WHEREAS, Judge Foreman has been a part of many community organizations; he has been on the Board of Directors of the National Commission on Correctional Healthcare, the United Way of Lake County, the Boy Scouts of America, The Lambs Farm, the YMCA, Carroll College in Waukesha, Wisconsin, and the American Prosecutors Research Institute; he has served as President of the Lake County Republican Federation and been an elected delegate to the Republican National Convention in 1984 and 1988; and

WHEREAS, Judge Foreman has published legal writings through the Distinguished Faculty National College of District Attorney Bates College of Law, the University of Houston, and the College of Lake County; he has lectured at the National College of District Attorney's Advocacy on Management, Ethics, and Administration; and

WHEREAS, Judge Foreman has been married for 42 years; he has one son and 3 grandchildren and resides in Lake County and Door County, Wisconsin; he was born in 1948 and received his Bachelor of Science and Bachelor of Arts in 1971 from Carroll College in Waukesha, Wisconsin and his Juris Doctor from The John Marshall Law School in 1974; he was admitted to the State of Illinois Bar in 1974, the United States Court of Appeals-Seventh Circuit in 1974, the United States Supreme Court Bar in 1981, and the State of Wisconsin Bar in 1997; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the Honorable Fred L. Foreman on his retirement as Chief Judge of Lake County; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Judge Foreman as an expression of our esteem respect.
