| 2 | | WHEREAS, In an effort to crack down on fraud, the General |
| 3 | | Assembly passed into law regulations restricting which |
| 4 | | citizens with disabilities may park at meters for free; and
|
| 5 | | WHEREAS, Some citizens with disabilities that no longer |
| 6 | | qualify for free parking are having difficulty physically using |
| 7 | | the meters; many with disabilities do not move very quickly and |
| 8 | | have a harder time making it back to their vehicles in time to |
| 9 | | move their car or feed the meter; and
|
| 10 | | WHEREAS, There are very few spots reserved specifically for |
| 11 | | disabled drivers in many areas of the State, especially in |
| 12 | | downtown Chicago; and
|
| 13 | | WHEREAS, Many citizens with disabilities are on fixed |
| 14 | | incomes and have difficulties being able to pay for parking, |
| 15 | | especially with the expensive parking rates in Chicago; and
|
| 16 | | WHEREAS, The Secretary of State's office currently has a |
| 17 | | program for reduced license plate fees for citizens with |
| 18 | | disabilities and the Regional Transit Authority currently has a |
| 19 | | program that allows passengers with disabilities to ride for |
| 20 | | free; therefore, be it
