| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are pleased to honor Norbert and Charlotte | ||||||
| 4 | Zinck on their work with the United States Agency for | ||||||
| 5 | International Development (USAID); and
| ||||||
| 6 | WHEREAS, The USAID is the United States federal government | ||||||
| 7 | agency primarily responsible for administering civilian | ||||||
| 8 | foreign aid; its focus is disaster relief, poverty relief, | ||||||
| 9 | cooperation on global issues, supporting U.S. geopolitical | ||||||
| 10 | interests, and socioeconomic development in low-income | ||||||
| 11 | nations; and
| ||||||
| 12 | WHEREAS, Norbert Zinck has an extensive history of service | ||||||
| 13 | with the USAID, often with his wife, Charlotte at his side; and
| ||||||
| 14 | WHEREAS, Norbert Zinck began his connection with the USAID | ||||||
| 15 | in 1999 after hearing an advertisement on the radio requesting | ||||||
| 16 | volunteers with knowledge of farming, welding, machining, | ||||||
| 17 | raising animals, and anything agriculturally related; his | ||||||
| 18 | first assignment sent him to Armenia in July of 1999, at that | ||||||
| 19 | time, a new country with only substandard equipment to work | ||||||
| 20 | with, to teach no-till soybean planting; in addition to | ||||||
| 21 | Armenia, he has volunteered in Macedonia, Rwanda, Mozambique, | ||||||
| 22 | Siberia, Guyana, Ghana, and Nubaria to help with agricultural | ||||||

| |||||||
| 1 | production; and
| ||||||
| 2 | WHEREAS, Norbert Zinck has traveled a total of 8 times to | ||||||
| 3 | the country of Azerbaijan to aid in everything from soil | ||||||
| 4 | preparation and corn production to machinery repair and helping | ||||||
| 5 | in obtaining farming loans; he was the first volunteer the new | ||||||
| 6 | country of Azerbaijan received from the U.S. in September of | ||||||
| 7 | 2000; and
| ||||||
| 8 | WHEREAS, Norbert Zinck was born in Mascoutah on December | ||||||
| 9 | 16, 1934 and Charlotte in St. Louis, Missouri on March 20, | ||||||
| 10 | 1937; they were married at the Assumption Catholic Church in | ||||||
| 11 | Matese, Missouri on November 27, 1958 and have 4 children, Jim | ||||||
| 12 | (June), Mary (Don), John (Lisa), and Dan (Carolyn); 12 | ||||||
| 13 | grandchildren, Jeremy, Sarah, Jaime, Adam, Joshua, Nicole, | ||||||
| 14 | Mitchell, Patrick, Allyson, Jackson, Annie, and Kelly; and 2 | ||||||
| 15 | great-grandchildren, Mellissa and Conner; Norbert currently | ||||||
| 16 | operates a shop fabricating, welding, machining, designing, | ||||||
| 17 | and repairing equipment for clients, family, and friends; | ||||||
| 18 | therefore, be it

| 19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 20 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 21 | we honor Norbert and Charlotte Zinck on their work with the | ||||||
| 22 | United States Agency for International Development; and be it | ||||||
| 23 | further
