| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, Senate Bill 2696 of the 98th General Assembly has | ||||||
| 3 | been proposed to dissolve the Fox Waterway Agency; and
| ||||||
| 4 | WHEREAS, Many have significant concerns on how Senate Bill | ||||||
| 5 | 2696 will negatively affect real
estate values and quality of | ||||||
| 6 | life issues along the Fox River and the Chain of Lakes; and
| ||||||
| 7 | WHEREAS, The Fox Waterway Agency is not funded with any tax | ||||||
| 8 | dollars and the
Agency's primary source of funds are user fees | ||||||
| 9 | and grants used to fund specific projects
designed to improve | ||||||
| 10 | the waterways within the Agency's area, which it has been
| ||||||
| 11 | undertaking successfully since its founding in 1984; and
| ||||||
| 12 | WHEREAS, The Fox Waterway Agency has been successfully | ||||||
| 13 | working
with the State to provide dredging and related services | ||||||
| 14 | to the waterway and boating public,
and no State department is | ||||||
| 15 | currently equipped to handle such tasks; and | ||||||
| 16 | WHEREAS, On average, the Fox Waterway Agency annually | ||||||
| 17 | dredges 100,000 cubic
yards of silt from the waterway to | ||||||
| 18 | provide boater access to the water; and | ||||||
| 19 | WHEREAS, The Fox Waterway Agency, being a local government | ||||||
| 20 | body, has been
able to focus specifically on the Chain of | ||||||
| |||||||
| |||||||
| 1 | Lakes, its 45 miles of waterways, and over 30
bodies of water, | ||||||
| 2 | and to quickly address issues arising within the Chain of Lakes | ||||||
| 3 | to continually
enhance the quality of the Chain of Lakes; and
| ||||||
| 4 | WHEREAS, The Fox Waterway Agency has been implementing
| ||||||
| 5 | necessary and reasonable rules to improve and maintain the | ||||||
| 6 | recreational boating resources of
the waterway area to help | ||||||
| 7 | control flooding of land adjacent to the waterways and prevent
| ||||||
| 8 | waterway pollution, to enhance or improve the quality of the | ||||||
| 9 | waterway, and to promote
tourism; and
| ||||||
| 10 | WHEREAS, Senate Bill 2696 seeks to dissolve the Fox | ||||||
| 11 | Waterway Agency, an agency made
up of dedicated local officials | ||||||
| 12 | who are in the best position to make relevant decisions and
| ||||||
| 13 | react quickly to best serve the people who the Fox Waterway and | ||||||
| 14 | Chain of Lakes serves; therefore, be it
| ||||||
| 15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 16 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 17 | we object to the passage and enactment of Senate Bill 2696 and | ||||||
| 18 | encourage all Illinois State Legislators to vote against the | ||||||
| 19 | bill; and be it further
| ||||||
| 20 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 21 | presented to the Fox Waterway Agency Chairman Wayne D. Blake.
