| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate Dr. Floyd D. Mizener on |
| 4 | | the occasion of receiving the 3D Eye Doctor of the Year Award |
| 5 | | from the International 3D and Advanced Imaging Society; and
|
| 6 | | WHEREAS, Floyd Mizener is a graduate of Downers Grove |
| 7 | | Community High School; he subsequently attended the Marine |
| 8 | | Corps Institute and graduated from the Illinois College of |
| 9 | | Optometry in 1949; and
|
| 10 | | WHEREAS, Floyd Mizener served his country as a member of |
| 11 | | the United States Marine Corps during World War II; and
|
| 12 | | WHEREAS, Floyd Mizener was in private practice at numerous |
| 13 | | large group optometric practices in Downers Grove and |
| 14 | | Naperville for 52 years; he also served as Chairman on former |
| 15 | | Secretary of State Jim Edgar's Vision Advisory Committee and |
| 16 | | served as President of the Illinois Optometric Association; and
|
| 17 | | WHEREAS, Floyd Mizener has been a Lions Club member for 63 |
| 18 | | years and has served as chairman of the Downers Grove YMCA; he |
| 19 | | has also held leadership positions in many optometric and civic |
| 20 | | institutions, including the West Suburban Optometric Society, |
| 21 | | the Vision Conservation Institute, the American Optometric |
|

| 1 | | Association, EyeGrads, Inc., Good Samaritan Hospital, and |
| 2 | | Metropics; and
|
| 3 | | WHEREAS, When modern 3-D movies were introduced, Floyd |
| 4 | | Mizener saw it as an opportunity to get the public educated on |
| 5 | | the need for two eyes working together so depth perception |
| 6 | | could be attained and appreciated; he subsequently made contact |
| 7 | | with a longtime friend, Willis Johnson, who owned and operated |
| 8 | | 14 movie theatres in Downers Grove, about utilizing 3-D movies |
| 9 | | to educate people about possible eye problems; he then |
| 10 | | contacted his colleagues in the National Association of Theatre |
| 11 | | Owners in an effort to develop a trailer to precede 3-D movies |
| 12 | | that briefly describes the need for binocularity to see and |
| 13 | | appreciate depth fully; and
|
| 14 | | WHEREAS, Floyd Mizener's 3-D movie approach will greatly |
| 15 | | increase awareness of various eye defects, such as crippled |
| 16 | | binocular fusion, lazy eye, nearsightedness, farsightedness, |
| 17 | | and many other vision impairments and help to provide treatment |
| 18 | | solutions that may not otherwise be available; and |
| 19 | | WHEREAS, Floyd Mizener serves as a model of hard work, |
| 20 | | integrity, and dedication for the people of the State of |
| 21 | | Illinois; therefore, be it

| 22 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| 1 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 2 | | we congratulate Dr. Floyd D. Mizener on the occasion of |
| 3 | | receiving the 3D Eye Doctor of the Year Award from the |
| 4 | | International 3D and Advanced Imaging Society and wish him |
| 5 | | continued success and happiness in the future; and be it |
| 6 | | further

| 7 | | RESOLVED, That a suitable copy of this resolution be |
| 8 | | presented to Floyd Mizener as a symbol of our esteem and |
| 9 | | respect.
