HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Dr. Floyd D. Mizener on the occasion of receiving the 3D Eye Doctor of the Year Award from the International 3D and Advanced Imaging Society; and

WHEREAS, Floyd Mizener is a graduate of Downers Grove Community High School; he subsequently attended the Marine Corps Institute and graduated from the Illinois College of Optometry in 1949; and

WHEREAS, Floyd Mizener served his country as a member of the United States Marine Corps during World War II; and

WHEREAS, Floyd Mizener was in private practice at numerous large group optometric practices in Downers Grove and Naperville for 52 years; he also served as Chairman on former Secretary of State Jim Edgar's Vision Advisory Committee and served as President of the Illinois Optometric Association; and

WHEREAS, Floyd Mizener has been a Lions Club member for 63 years and has served as chairman of the Downers Grove YMCA; he has also held leadership positions in many optometric and civic institutions, including the West Suburban Optometric Society, the Vision Conservation Institute, the American Optometric Association, EyeGrads, Inc., Good Samaritan Hospital, and Metropics; and

WHEREAS, When modern 3-D movies were introduced, Floyd Mizener saw it as an opportunity to get the public educated on the need for two eyes working together so depth perception could be attained and appreciated; he subsequently made contact with a longtime friend, Willis Johnson, who owned and operated 14 movie theatres in Downers Grove, about utilizing 3-D movies to educate people about possible eye problems; he then contacted his colleagues in the National Association of Theatre Owners in an effort to develop a trailer to precede 3-D movies that briefly describes the need for binocularity to see and appreciate depth fully; and

WHEREAS, Floyd Mizener's 3-D movie approach will greatly increase awareness of various eye defects, such as crippled binocular fusion, lazy eye, nearsightedness, farsightedness, and many other vision impairments and help to provide treatment solutions that may not otherwise be available; and

WHEREAS, Floyd Mizener serves as a model of hard work, integrity, and dedication for the people of the State of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Dr. Floyd D. Mizener on the occasion of receiving the 3D Eye Doctor of the Year Award from the International 3D and Advanced Imaging Society and wish him continued success and happiness in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Floyd Mizener as a symbol of our esteem and respect.
